Mr. Cox said he would als o like to establish a <br />transportation authority to design and implement these projects, and said that perhaps the <br />Thomas Jefferson Planning District Commission has ideas about this. <br /> <br /> Mr. Lynch said he could support redirecting 10% of transportation funds t o transit <br />every year and said he would be willing to make that in the form of a motion. <br /> <br /> Mr. Cox said that while he agrees with Mr. Lynch, he would like staff to craft a <br />resolution with the TJPDC and transit manager and put on an agenda in the near futur e. <br />Mr. Cox said he would like Council to publicly proclaim "Transit First." <br /> <br /> Mr. Lynch said he would support taking money available for the Fontaine Avenue <br />project and put a portion of it into the Hillsdale Drive extension. Mr. Lynch said the <br />alignment of Hillsdale Drive needs to be looked at and he would like to see it go through <br />Seminole Square Shopping Center. <br /> <br /> Mr. Caravati said that we need to be careful about redirecting funds and need to <br />first make sure that it makes sense for Charlottesville from an economic point of view. <br /> <br /> Mr. Cox noted that the City is having to restructure its priorities in order to <br />accommodate County growth. Mr. Cox asked to see County projects the County feels <br />will enhance the regional road network. Mr. Cox said he would c onsider putting City <br />resources into a study of what an eastern connector would look like. <br /> <br /> Mr. Lynch agreed with Mr. Cox about the eastern connector, and added that he <br />feels that the North Grounds connector will not work without a grade separated <br />intercha nge. <br /> <br /> Mr. Cox said Council needs to clarify its position about the North Grounds <br />connector and perhaps contribute toward it. <br /> <br /> Mr. Schilling said he thinks there is room for improvement and fundamental <br />changes that could be made in the Charlottesville Tr ansit System that should be explored <br />before dedicating more money to transit <br /> <br /> Mr. O'Connell noted that Council will consider the Route 29 North interchanges <br />th <br />at its September 16 meeting. <br /> <br /> Mr. Lynch said he would support holding a work session the thir d week in <br />September. <br /> <br /> Mr. Cox said he will discuss with staff about the timing for the work session, and <br />said in the short - term he would like Council to consider the North Ground connector, <br />Route 29 North interchanges, Hillsdale Drive, and redirection of funds to transit. <br /> <br />RESOLUTION <br />: AUTHORIZING ISSUANCE OF ALBEMARLE COUNTY <br />INDUSTRIAL DEVELOPMENT BONDS FOR MARTHA JEFFERSON HOSPITAL <br /> <br /> Mr. O'Connell explained that the bonds the Council is being asked to approve for <br />Martha Jefferson Hospital will not impact the City financially, and explained that the City <br />must approve the bonds because they will be used within the City. Mr. O'Connell said <br />that the Charlottesville Industrial Development Authority held a public hearing on the <br />request and recommended approval by Council. <br /> <br /> Mr. Jim Haden, President of Martha Jefferson Hospital, explained that $25 <br />million of the $50 million in bonds will be used within the City at the facilities on Locust <br />Avenue and the remainder for expanded services at Peter Jefferson Place. Mr. Haden <br />said that many services, such as mammography, are being expanded, but not totally <br />relocated to Peter Jefferson Place because of the increased demand. He noted that this <br />will reduce traffic to the Locust Avenue facility. <br /> <br />
