5 <br />2. The approval of the issuance of the Bonds by the Albemarle Authority does <br />not constitute an endorsement to a prospective purchaser of the Bonds or the <br />creditworthiness of Martha Jefferson Healthcare Service s. <br />3. This resolution shall take effect immediately upon its adoption. <br />REPORT <br />: WATER CONSERVATION/RESTRICTIONS <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that the reservoirs continue to <br />drop and are currently at 64.9%. Ms. Mueller said that after an initial reduction in water <br />use following mandatory water restrictions, usage has risen. Ms. Mueller said that if <br />usage is not reduced, further restrictions will have to be enacted that could impact <br />businesses and jobs. She said the City has cut back on watering and planting flowers, and <br />said a hotline has been established for information or to report violations. <br /> <br /> Mr. Schilling asked how many people have received the rebate for installing low - <br />flow toilets, and suggested that the program be make more well known. <br /> <br /> Ms. Mueller said that approximately 75 people have received the rebate. <br /> <br /> Mr. Caravati expressed concern about watering athletic fields. <br /> <br /> Ms. Mueller said that watering youth athletic fields is felt to be a safety issue, and <br />they are allowed to water a maximum of two evenings a week. Ms. Mueller noted that <br />golf courses are exempted by the Governor, but said that Meadowcreek Golf Course has <br />always used river water. Ms. Mueller said the goal is to reduce water usage by 30%. <br /> <br /> Mr. Cox asked if Uni versity students have been alerted to the drought conditions, <br />and Ms. Mueller said the University is committed to working with us and have to lower <br />their usage by 15% because of the State mandate. <br /> <br />ORDINANCE <br />: TEMPORARY RELOCATION OF POLLING PLACE AT <br />DOWNT OWN RECREATION CENTER TO CITY HALL <br /> <br /> Ms. Sheri Iachetta, Voter Registrar, said that the Downtown Recreation Center is <br />under construction and the Basement Conference Room of City Hall is recommended as <br />the temporary voting site for the Recreation Precinct b ecause of its close proximity to the <br />Recreation Center and because it is handicapped accessible. Ms. Iachetta said the site is <br />currently used for absentee voting. Ms. Iachetta said a CSO will be hired to help direct <br />th <br />people and parking spaces along 7 St reet will be reserved for voters. Ms. Iachetta asked <br />that the second reading of the ordinance be waived because 60 days are needed prior to <br />the election. <br /> <br /> Mr. Caravati asked if churches have been explored, but Ms. Iachetta said that <br />some people are unco mfortable voting in a church. <br /> <br /> Mr. Caravati expressed concern about the number of people voting and whether <br />the Basement Conference Room will be adequate. <br /> <br /> Mr. Cox asked if it would be possible to use the main lobby of City Hall for <br />voting, but Ms. Iache tta said that is not considered a secure location. <br /> <br /> Mr. Cox said he thinks additional CSO's may be needed. <br /> <br /> Mr. Caravati made a motion to approve the ordinance, and Mr. Schilling seconded <br />the motion. <br /> <br /> Mr. Caravati made a motion to waive the second readi ng of the ordinance, Mr. <br />Schilling seconded the motion, and the second reading was waived by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent: Ms. <br />Richards. <br /> <br />
