The Council further determines that all financings effected by the City through <br />Equipment Lease Purchase Agreemen ts entered into under the 2002 Revolving Line of <br />Credit are contemplated to be and are hereby designated as "qualified tax - exempt <br />obligations" for purposes of Section 265(b)(3) of the Internal Revenue Code of 1986. <br /> <br />SECTION 3. Effectiveness of Resolution . Mr. Smith suggested <br />using fine money to put in submetering. Mr. Smith suggested that dredging be done now. <br />He said he would like to see Council come out wi th a 20% voluntary reduction for all <br />users. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said he would like an indication of whether to discuss the Business <br />Service District at an upcoming Council meeting and would also like suggestions about <br />how to structure the TIP discu ssion at the next meeting. <br /> <br /> Mr. O'Connell said that the Downtown Property Owners Council wants to extend <br />the Service District boundary back to High Street and have it include apartments in the <br />calculations, which means that the proponents of the District are at a different place than <br />Council. Mr. O'Connell said there has been no activity happening with DPOC setting up <br />meetings to sell their approach. <br /> <br /> Mr. Cox said other downtown property owners are exploring alternatives at a <br />meeting tomorrow at the Cham ber of Commerce. Mr. Cox said that the only outstanding <br />issue among these property owners is one of governance. <br /> <br /> Mr. Caravati said he is frustrated by the situation and said the idea of a Service <br />District needs a champion. <br /> <br /> Ms. Richards said there is gr owing, organized opposition to a Service District. <br /> <br />
