4 <br />has yielded some very bizarre ranking. <br /> <br /> Mr. Cox said he still thinks it reflects Councilors' ranking of projects. <br /> <br /> Ms. Richards said she does not consider this good decision making and she totally <br />rejects the outcome of the ranking. <br /> <br /> Mr. Lynch said he thinks the rankings broadly reflect what Council wants to do. <br /> <br /> Mr. Caravati said he feels the rankings reflect 80% of what he feels is justified. <br /> <br /> Mr. Cox said Council will be prioritizing the projects annually, and suggeste d that <br />next time Ms. Richards can be engaged in developing the statistics. <br /> <br /> Mr. Lynch made a motion to approve resolution "B" with changes suggested in <br />writing by Mr. Caravati, with the exception of the Committee. Mr. Schilling seconded <br />the motion. <br /> <br /> Ms. Richards said she will vote against the resolution because she is deeply <br />concerned about the flawed method and that we have not said what prioritized projects <br />mean. Ms. Richards said we should clarify what the implications are. <br /> <br /> Mr. Lynch said he feels the rankings are a pretty good estimate of community <br />sentiment and it sends a message to VDOT. <br /> <br /> Mr. Caravati said he feels that for years the MPO's prioritizing has been flawed. <br />Mr. Caravati said he also feels it would be foolhardy to take the Route 29 B ypass out of <br />the TIP at this time. <br /> <br /> Mr. Schilling concurred with Mr. Caravati. Mr. Schilling said he understands Ms. <br />Richards' concerns, but feels the ranking does set forth Council's prioritizes. <br /> <br /> The resolution regarding the Transportation Improvemen t Program was approved <br />by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: <br />Ms. Richards. <br /> <br />A RESOLUTION <br />IN SUPPORT OF THE FISCAL YEAR 2003 <br />TRANSPORTATION IMPROVEMENT PROGRAM <br /> <br /> WHEREAS, <br /> the Charlottesville - Albemarle Metro politan Planning <br />Organization (“MPO”) is considering adoption of an updated Transportation <br />Improvement Program (“TIP”), which is a list of transportation projects planned <br />for the Charlottesville - Albemarle Study Area, drawn from the long - range <br />Charlottesvil le Albemarle Regional Transportation Plan; and, <br /> <br />WHEREAS, <br /> the MPO is required by law to solicit comment on a proposed <br />TIP from the public and affected public agencies; and, <br /> <br />WHEREAS, <br /> the voting membership of the MPO includes two City <br />Councilors who are d esignated by and represent the City, and who are vested with <br />the authority to speak for and act in behalf of the City Council on matters <br />concerning area wide transportation planning activities; and, <br /> <br />WHEREAS, <br /> it is the desire of City Council to formally e xpress its position <br />to the MPO and provide direction to its designated representatives on those <br />projects identified in the TIP that are within the City, or are County projects which <br />are especially relevant to transportation within the City. <br /> <br />
