2 <br />development with an eye toward expanding the tax base; tax payer relief; maintain <br />competitiveness with Albemarle County re: shopping and job opportunities within city <br />limits. <br /> <br /> Blake Caravati: 1) reordering o r relationship with University of Virginia <br />(mechanically and politically); County allied too; need to do strategically; 2) economic <br />development: do a better job of making city perform better economically; building new <br />centers of economic development; inves ting in future; produce something with <br />investments; think about city at large ten years from now; and 3) education through life. <br /> <br /> Gary O'Connell: 1) Government results: more results oriented; executes <br />Council's vision strategies, measured and reported; affordable for city residents and <br />businesses: 2) world class: continue to build world class city that builds on international <br />recognition; and 3) partnerships for a better community: strong, consistent understood <br />Council vision that community supports fin ancially and through partnerships. Mr. <br />O'Connell also added: clean, green and safe; meeting housing needs; vibrant <br />transportation; healthy economy; successful partnership with University of Virginia and <br />Albemarle County; and successful families including our youth. <br /> <br /> Council was asked to point out differences from last year's retreat. <br /> <br /> Ms. Richards said she is hearing more about the economy and that we are leaving <br />a lot of kids behind educationally. Awareness of need for technology education; higher <br />goa ls than used to be. <br /> <br /> Mr. Cox said the notion that more of the city has to participate in economic <br />development; the perception that the city can be much safer; and education can be much <br />more progressive. <br /> <br /> The following issues were discussed regarding Coun cil's operating guidelines: <br /> <br />Mayor's responsibilities and Council's expectations; Councilors responsibilities <br />(response time; be on time; communication between Councilors); issue of individual <br />Councilor's representation on boards and commissions; collabora tion among Councilors <br />(work as teams or not); how to structure conversation during meeting; self assessing <br />Council; timeframes of adding items to Council agendas; showing up prepared for <br />meetings. <br /> <br />The meeting was adjourned. <br /> <br />_____________________________ ____________________________ <br />President Clerk <br />
