12 <br /> Ms. Richards said she is not prepared to support the amendment. She said she is <br />very impressed with the elements of the plan and is not prepared to second guess th e <br />technical expertise that went into drafting it. <br /> <br /> Mr. O'Connell said that staff supports the suggestion. <br /> <br /> Mr. Lynch said he thinks the issue is already addressed in the document, and <br />expressed concern about putting it in with other immediate actions. M r. Lynch said we <br />always have this as an option and he would like to have more discussion about it before <br />moving it up. <br /> <br /> Mr. Cox said he has a problem shifting priorities without understanding the full <br />impact. He suggested that the Rivanna Water and Sewer Authority be asked to come <br />back with a recommendation about Beaver Creek. <br /> <br /> Mr. O'Connell said he does not think it would take away from the immediate <br />strategy. <br /> <br /> Mr. Caravati's motion to amend the resolution was defeated by the following vote. <br />Ayes: Mr . Caravati and Mr. Schilling. Noes: Mr. Cox, Mr. Lynch, and Ms. Richards. <br /> <br /> Mr. Caravati formally requested that RWSA take up the issue and report back to <br />Council. <br /> <br /> Ms. Richards said she is very impressed with the study and she hopes it will be <br />publiciz ed. <br /> <br /> The Resolution Approving the Future Water Supply Strategy was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None. <br /> <br /> <br />WHEREAS <br />, the recent statewide drought and the existence of a water sup ply <br />emergency in the City of Charlottesville has reinforced the need for a comprehensive <br />strategy to insure, both in the short term and long term, an adequate potable water supply <br />to meet the needs of the Charlottesville and Albemarle community; and, <br /> <br />WHE REAS <br /> , on August 26, 2002 the Board of Directors of the Rivanna Water <br />and Sewer Authority (“RSWA”) adopted a Multi - Step, Integrated Water Supply Strategy <br />- Urban Water Service Area , which provides an immediate water supply strategy to <br />address needs of the c ommunity to the year 2030, and provides longer term water supply <br />alternatives to meet projected water demands beyond the year 2050; and, <br /> <br />WHEREAS <br /> , the strategy adopted by RSWA has been revised to reflect recent <br />findings from an emergency water supply stud y conducted in September and October, <br />2002; and, <br /> <br />WHEREAS <br /> , City Council believes that the strategy represents an important, <br />comprehensive plan which will help to insure an adequate supply of safe, clean potable <br />water. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by t he Council for the City of <br />Charlottesville that the Council hereby endorses and approves the Multi - Step, Integrated <br />Water Supply Strategy - Urban Water Service Area , dated October 28, 2002. The City <br />representatives on the Rivanna Water and Sewer Authority are hereby directed to engage <br />in comprehensive and strategic planning for an adequate water supply to serve the future <br />needs of this community, based on the comprehensive plans, master plans, land use <br />regulations and growth projections, as may be amended from time to time, of the City of <br />Charlottesville, Albemarle County and the University of Virginia. <br /> <br />BE IT FURTHER RESOLVED <br /> that approval of the above - described strategy is <br />not intended to be in lieu of specific approval for any particular capital improve ment, and <br />the City Council hereby reserves its right to approve any specific water supply capital <br />
