8 <br /> Mr. Lynch asked if the adjacent property owner ca n cut down the tree in the alley, <br />and Mr. Higgins said that for some alleys permission from all adjacent owners would be <br />required, but they could probably clear the alley for their own access. <br /> <br /> Mr. Schilling said he would like to have more information fro m the applicant <br />regarding use of the alley for handicapped accessibility and ramifications to her if it is <br />closed. <br /> <br />The ordinance entitled "AN ORDINANCE CLOSING, VACATING, AND <br />DISCONTINUING AN ALLEY, LOCATED IN THE 800 BLOCK OF STONEHENGE <br />AVENUE BETWEEN STONEHENGE AVENUE AND ROCKLAND AVENUE" was <br />offered and carried over to the next meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Lynch removed the ordinance increasing water rates from the Consent <br />Agenda, Mr. Caravati removed the resolution regarding the future water supply, Ms. <br />Richards removed the appropriation and appointments to cable study committee, and Mr. <br />Cox removed the resolution ending the water restrictions. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the following Consent <br />Agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />a. Minutes of November 4 <br /> <br />nd <br />APPROPRIATION <br />b. : $129,260 - Victim Witness Program Grant (2 reading) <br /> <br />BE IT RESOLVED <br /> by the Council of t he City of Charlottesville, Virginia, that <br />the sum of $129,260.00, to be received as a grant from the Virginia Department of <br />Criminal Justice Services, is hereby appropriated to expenditure account 11 - 230 - 032042 <br />in the Grants Fund for the purpose of fundin g the Victim & Witness Assistance Program <br />in the Office of the Commonwealth's Attorney during fiscal year 2002 - 2003. This <br />appropriation is conditioned upon receipt of $129,260.00 in state and federal funding. <br /> <br />APPROPRIATION <br />c. : $93,300 - U. Va. Funding for Ivy Garage Traffic <br />nd <br /> Engineering Study (2 reading) <br /> <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />the sum of $93,300.00, to be received from the University of Virginia, i s hereby <br />appropriated to expenditure account 26 - 280 - 045132 for the purpose of conducting a <br />traffic study to analyze the impact on City streets and neighborhoods of the Ivy Road <br />Parking Garage and other proposed facilities to be built in the North Grounds area.
