NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, November 22, 2002 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - November 22, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Absent: Mr. Schilling. <br /> <br /> Mr. Cox said that the m eeting will focus on housing policy issues and the long - <br />term impact on the schools. Mr. Cox said he feels this policy is one way to deal with <br />student achievement issues. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, reviewed <br />housing pr ojects in the City that are in varying stages of development, some nearing <br />construction and others years away from construction, and listed the schools that children <br />would attend: Meadowcreek Treatment Plant (150 units, Burnley - Moran); Preston <br />Commons, 4 6 units, Greenbrier); Madison Avenue PUD (16 units, Greenbrier); Belmont <br />Lofts (46 units, Clark); Norcross Property (100 units, Clark); Fifeville Apartments (225 <br />apartments, Clark); Elliott Avenue PUD (36 units, Jackson - Via); Belview (40 units, <br />Jackson - Vi a); Dymond Property (110 - 130 units, Johnson); and property adjacent to <br />Johnson Village (potential for 500 units; Johnson). <br /> <br /> Ms. Muriel Wiggins, School Board member, expressed concern that we are losing <br />African - American families to the County because of th e high cost of housing in the City. <br />Ms. Wiggins said she does not see children living in these developments. <br /> <br /> Mr. Tolbert said the City is considering putting together a task force to look at the <br />issue of affordable housing. <br /> <br /> Ms. Peggy Van Yahres, Schoo l Board member, said she is excited about the <br />potential new housing developments. She said she thinks we need to create a balance in <br />housing, but is concerned about affordability and about the potential of people being <br />displaced. <br /> <br /> Ms. Dede Smith, School Board member, asked about the possibility of any of <br />these development becoming University student housing, but Mr. Cox said most of the <br />developments are out of their range. <br /> Mr. Tolbert said the new zoning ordinance under consideration will allow for <br />dense r development around the University which will take some pressure off of student <br />housing issues. He said the recommendation is being made to reduce the number of <br />unrelated people in units to three. <br /> <br /> Mr. Cox asked if the schools will be ready to absorb ne w students generated by <br />these projects. <br /> <br /> Ms. Van Yahres said that if the percentage of students at - risk can be lowered, the <br />number of children in a classroom can be increased. <br /> <br /> Mr. Ron Hutchinson, Superintendent of Schools, said that he has suggested tha t <br />the School Capital Improvement Program Committee begin dealing with this issue. <br /> <br />th <br /> It was agreed that the next School Board luncheon would be held on January 24 . <br /> <br />
