She said we do need to move forward, but is glad we have ten miles of bike <br />lanes now. She agreed realistic goals are needed, and said we also need to have <br />coordination with the University and Albemarle County. She said we also need to ask <br />curre nt bike lane users what they need, and suggested that bike clubs be included in the <br />process. Ms. Stornetta said that traffic lights are not sensitive to bikers. <br /> <br /> Mr. Nathan Van Hooser, 1215 Little High Street, thanked the City for putting the <br />time and energy into the Bike and Pedestrian Plan. He said the Plan is a nice place to <br />start, and feels major coordination will be needed to pull it off and it will take a long time <br />to carry out. Mr. Van Hooser suggested that the $50,000 available for bike lanes be put <br />into a full time employee. <br /> <br /> Mr. Greg Jackson, 613 Belmont Avenue, agreed with Mr. Van Hooser about <br />adding a new staff member to focus on bike lanes, as he feels a champion is needed. He <br />suggested that the City take on the challenge of a big proje ct, and that it be taken on as <br />part of the transportation system. He said he is willing to serve in any capacity. <br /> <br /> Mr. Dave Norris, 1508 Green Street, and Chairman of the Housing Authority, <br />commended Council for the Housing Policy Task Force proposal. He said we need to <br />create a better mix of housing. He said he does not see a voice for very low income <br />groups on the Task Force, but said he feels the inclusion of the University is essential. <br />He agreed that there should also be a role for the County. H e said gentrification is a huge <br />concern, and agreed that the property tax relief issues needs to be looked at. <br /> <br /> Mr. Cox said the proposal for new staff may have some merit. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Lynch asked about the physical design for the new Greenbelt segment, and <br />Mr. Tolbert said it will be a hard surface in order to comply with ADA standards. He <br />said he will provide more information on the design. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Ly nch, Ms. Richards, Mr. Schilling. Noes: None.) to go into a <br />closed session for consultation with legal counsel regarding the negotiation of the terms <br />and conditions of a multi - jurisdictional agreement for a public safety radio system, as <br />authorized by Se ction 2.2 - 3711(A)(7) of the Virginia Code; and for discussion and <br />consideration of prospective candidates for appointment to City boards and commissions <br />as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) that, to <br />the best of each Council Member's knowledge, only public business matters lawfully <br />exempted from the open meeting requi rements of the Virginia Freedom of Information <br />Act and identified in the motion convening the closed session were heard, discussed or <br />
