NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, February 3, 2003 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - February 3, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling . <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to go into <br />closed session for discussion and consideration of the acquisition of real property for a <br />public purpose in the Fifeville neighborhood and in the Jefferson Park Avenue <br />neighborhood, where discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.2 - <br />3711(A)(3) of the Virginia Code; and for consultation with legal counsel regarding <br />probably litigation over a contractual matter, as authorized by Section 2.2 - 3711(A)(7) of <br />the Virginia Code. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, Council certified (Ay es: <br />Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the vote: Mr. Caravati. <br />Not voting: Mr. Schilling.) that, to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - February 3, 2003 <br /> <br /> Council met in regular session on this date with the follo wing members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Mr. Cox expressed condolences to the families of the astronauts who lost their lives <br />in the shuttle craft Columbia on Saturday, and asked for a moment of silence in t heir <br />honor. <br /> <br />AWARDS/RECOGNITIONS <br />: EMPLOYEE RECOGNITION <br /> <br /> Mr. Cox recognized Police Officer Philip S. Wauffle for performing the Heimlich <br />maneuver on an employee of the General District Court. <br /> <br /> Mr. Cox recognized Mr. Kenneth Varner, Gas Mechanic in Public Works, for <br />working in a hazardous situation to stop escaping gas that resulted from a vehicular <br />accident. <br /> <br /> Mr. Cox announced that February is African - American History Month and <br />encouraged people planning events to notify the City's Communication Departme nt who <br />will assist with publicizing their activities. <br /> <br />PUBLIC <br /> <br /> Mr. James Neale, 100 W. High Street, a retired Army officer, opposed the proposed <br />resolution opposing war in Iraq. Mr. Neale said Councilors are elected to represent <br />citizens on local issues, and feels it is not appropriate for them to take action on federal <br />policy. Mr. Neale said the resolution will harm morale among armed services personnel. <br />
