NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, February 3, 2003 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2 - 3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - February 3, 2003 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling . On motion by Mr. Lynch, seconded by Mr. Caravati, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to go into closed session for discussion and consideration of the acquisition of real property for a public purpose in the Fifeville neighborhood and in the Jefferson Park Avenue neighborhood, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; and for consultation with legal counsel regarding probably litigation over a contractual matter, as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. On motion by Ms. Richards, seconded by Mr. Lynch, Council certified (Ay es: Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the vote: Mr. Caravati. Not voting: Mr. Schilling.) that, to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER - February 3, 2003 Council met in regular session on this date with the follo wing members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Mr. Cox expressed condolences to the families of the astronauts who lost their lives in the shuttle craft Columbia on Saturday, and asked for a moment of silence in t heir honor. AWARDS/RECOGNITIONS : EMPLOYEE RECOGNITION Mr. Cox recognized Police Officer Philip S. Wauffle for performing the Heimlich maneuver on an employee of the General District Court. Mr. Cox recognized Mr. Kenneth Varner, Gas Mechanic in Public Works, for working in a hazardous situation to stop escaping gas that resulted from a vehicular accident. Mr. Cox announced that February is African - American History Month and encouraged people planning events to notify the City's Communication Departme nt who will assist with publicizing their activities. PUBLIC Mr. James Neale, 100 W. High Street, a retired Army officer, opposed the proposed resolution opposing war in Iraq. Mr. Neale said Councilors are elected to represent citizens on local issues, and feels it is not appropriate for them to take action on federal policy. Mr. Neale said the resolution will harm morale among armed services personnel.
