NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Saturday, February 8, 2003 AT 9:30 a.m. and Sunday, February 9, 2003 AT <br />1:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Annual Council Retreat Follow - Up <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - February 8, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schillin g. <br /> <br /> Mr. Bob Matson, facilitator for the retreat, said that the goal is to obtain macro <br />approval for the vision, operating guidelines and City Manager's work plan. <br /> <br /> Mr. Lynch suggested looking at the operating guidelines with an eye to having <br />them apply to other Council appointed boards. <br /> <br /> Councilors and staff discussed ways to publicize Council's vision. <br /> <br /> Councilors made modifications to the vision principles and suggested the final <br />document be unnumbered to reflect that they are not prioritized in an y order. <br /> <br /> Operating guidelines were discussed and prioritized. <br /> <br /> The meeting was adjourned. <br /> <br />BASEMENT CONFERENCE ROOM - February 9, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Councilors discussed ideas for self - assessment in order to be more efficient at <br />regular Council meetings. <br /> <br /> Mr. O'Connell said that his work plan needs to be reassessed by Council, and <br />noted that it is organized around Counc il's vision and priorities and is a management plan <br />for City government. Mr. O'Connell said that once things become operational they will <br />drop off of the work plan list. <br /> <br /> Mr. Lynch said he thinks it would be helpful to have an operations document. <br /> <br /> Mr. Schilling said he does not feel that he can give good feedback on the work <br />plan as he does not have any background on many of the things in the plan. <br /> <br /> Mr. O'Connell suggested putting together a notebook of background information <br />for the work plan. <br /> <br /> It wa s agreed that Councilors would individually review the work plan and give <br />comments to Mr. O'Connell. <br /> <br /> Mr. O'Connell reviewed stretch objectives that he is working on. <br /> <br /> Mr. O'Connell said it is his sense that Council wants the tax relief program <br />changes t o be effective in June. Mr. O'Connell said these changes, which increase the <br />eligibility requirements, will cost approximately $300,000 annually. <br /> <br />
