NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, February 13, 2003 AT 7:00 p.m. IN THE Michie Annex <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Zoning Ordinance <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />MICHIE ANNEX CONFERENCE ROOM - February 13, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Mr. Jim Tolbert, Director o f Neighborhood Development Services, presented an <br />overview of proposed changes to the zoning ordinance. Mr. Tolbert explained that the <br />Comprehensive Plan guiding principles were used as the starting point for the new zoning <br />ordinance. Mr. Tolbert said th at the proposed changes are a result of recommendations <br />made by six committees set up to review the ordinance. <br /> <br /> Ms. Richards expressed concern about how decisions are proposed to be made <br />regarding historic structures. <br /> <br /> Concern was expressed about the fea sibility of requiring handicapped <br />accessibility on the first floor of new private housing, and it was suggested this might be <br />better as a recommendation rather than a goal. It was requested that this be illustrated in <br />some new developments currently under way. <br /> <br /> Mr. Lynch expressed concern about the possibility of older homes being torn <br />th <br />down in the University district and replaced with apartments, especially on 14 Street. <br /> <br /> Mr. Schilling said he cannot support the ordinance if it will not allow non - <br />conf orming structures to be rebuilt if they are destroyed by fire. <br /> <br /> Mr. Lynch expressed concern about reducing the four unrelated person <br />requirement to three people, and suggested that it remain at four if the house is owner <br />occupied. <br /> <br /> Mr. Tolbert said the C ity legally cannot differentiate between owner and non - <br />owner occupied as it relates to the number of unrelated persons living there. <br /> <br /> Mr. Schilling said he feels the proposed process for home occupations is onerous <br />and discretionary. <br /> <br /> Mr. Cox said he wo uld like to see more design guidelines for corridors. <br /> <br /> The meeting was adjourned. <br /> <br />_______________________________ _____________________________ <br />President Clerk <br /> <br />
