7 <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell said that $170,000 has been spen t as a result of the weekend's <br />snow storm. A minimum of 40 people have been working 2 hours shifts around the <br />clock, with 95 people working today. The City has 30 trucks with plows, and there have <br />been equipment problems due to the weight of the snow. M r. O'Connell explained that <br />163 miles of streets are plowed, and routes are prioritized. <br /> <br /> Mr. Cox complimented the staff on their efforts to clear the streets. <br /> <br /> Ms. Richards noted that this is one service the City pays for with tax money that <br />Albemarle C ounty does not provide. <br /> <br /> Mr. O'Connell gave an update on the State budget. He said $250,000 in direct <br />funding will be lost, and up to $2 million in cuts are possible to local agencies. <br /> <br /> Ms. Richards asked that a report be prepared to show what agencies are cutting to <br />deal with these State cuts, including impacts on programs and services. <br /> <br /> Ms. Richards said the First Cities Coalition met with Governor Warner, and the <br />Governor expressed concern that the General Assembly is basing their budget on grossly <br />o ver estimates in State revenue for the year. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted to meet in <br />closed session for discussion and consideration of appointments of prospective candidates <br />to City boards and commissions, and for discussion and consideration of the assignment <br />of the City Manager to an additional position, as unauthorized by Section 2.2 - 3711(A)(1) <br />of the Virginia Code; and for consultation with legal counsel regarding the negotiation of <br />a cost - sharing agreement betw een the City of Charlottesville and Albemarle County, as <br />authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, Council certified (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schil ling. Stanley Tatum was <br />appointed to an unexpired and four - year term on the Charlottesville Industrial <br />Development Authority by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, <br />Ms. Richards, Mr. Schilling. Noes: None. This term will expire on April 3, 2007. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Ms. Katherine B.
