NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, March 3, 2003 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - March 3, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />On motion by Mr. Schilling, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. <br />Richards) to meet in closed session for discussion and consideration of appointm ents of <br />prospective candidates to City boards and commissions, and for discussion and <br />consideration of the performance evaluation of the City Manager, as authorized by <br />Section 2.2 - 3711(A)(1) of the Virginia Code; for discussion and consideration of the <br />acq uisition of real property located on Avon Street for a public purpose, where discussion <br />in an open meeting would adversely affect the bargaining position or negotiating strategy <br />of the city, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; and for <br />consultation with legal counsel regarding the negotiation of a cost - sharing agreement <br />between the City of Charlottesville and Albemarle County, as authorized by Section 2.2 - <br />3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, second ed by Mr. Schilling, Council certified (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) that, to <br />the best of each Council Member's knowledge, only public business matters lawfully <br />exempted from the open meeting require ments of the Virginia Freedom of Information <br />Act and identified in the motion convening the closed session were heard, discussed or <br />considered in the closed session. <br /> <br />COUNCIL CHAMBER - March 3, 2003 <br /> <br /> Council met in regular session on this date with the f ollowing members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: OUTGOING CHAIR OF RIVANNA SOLID WASTE <br />AND WATER AND SEWER AUTHORITIES; EMPLOYEE RECOGNITION; COLON <br />CANCER AWARENESS MONTH PROCLAMATION <br /> <br /> Mr. Co x presented a proclamation to Richard Collins, outgoing Chairman of the <br />Rivanna Solid Waste Authority and Rivanna Water and Sewer Authority. <br /> <br /> Mr. Cox recognized employees of the Fire, Public Works, Neighborhood <br />Development Services, and Transit Department s for their efforts in the recent fire at <br />Harris - Teeter Grocery Store. <br /> <br /> Mr. Cox read the proclamation proclaiming Colon Cancer Awareness Month. <br /> <br />PUBLIC <br /> <br />st <br /> Ms. Virginia Roy, 511 North 1 Street, #301, a member of the Jefferson Area <br />Board for Aging Advisor y Council on Aging, commended Council for increasing the tax <br />relief program. Ms. Roy said the City does a good job publicizing the program, and she <br />encouraged Council to review the matter every year. <br /> <br />
