NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, March 3, 2003 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2 - 3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - March 3, 2003 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. On motion by Mr. Schilling, seconded by Mr. Caravati, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. Richards) to meet in closed session for discussion and consideration of appointm ents of prospective candidates to City boards and commissions, and for discussion and consideration of the performance evaluation of the City Manager, as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; for discussion and consideration of the acq uisition of real property located on Avon Street for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the city, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; and for consultation with legal counsel regarding the negotiation of a cost - sharing agreement between the City of Charlottesville and Albemarle County, as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. On motion by Mr. Caravati, second ed by Mr. Schilling, Council certified (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) that, to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting require ments of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER - March 3, 2003 Council met in regular session on this date with the f ollowing members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. AWARDS/RECOGNITIONS : OUTGOING CHAIR OF RIVANNA SOLID WASTE AND WATER AND SEWER AUTHORITIES; EMPLOYEE RECOGNITION; COLON CANCER AWARENESS MONTH PROCLAMATION Mr. Co x presented a proclamation to Richard Collins, outgoing Chairman of the Rivanna Solid Waste Authority and Rivanna Water and Sewer Authority. Mr. Cox recognized employees of the Fire, Public Works, Neighborhood Development Services, and Transit Department s for their efforts in the recent fire at Harris - Teeter Grocery Store. Mr. Cox read the proclamation proclaiming Colon Cancer Awareness Month. PUBLIC st Ms. Virginia Roy, 511 North 1 Street, #301, a member of the Jefferson Area Board for Aging Advisor y Council on Aging, commended Council for increasing the tax relief program. Ms. Roy said the City does a good job publicizing the program, and she encouraged Council to review the matter every year.
