NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 12, 2003 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - March 12, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Mr. O'Connell said that doubling the trash sticker f ees will bring in $800,000 and <br />will cover 70% of the total cost. He said that Ivy Landfill costs will be $350,000. <br /> <br /> Ms. Richards said she would like to consider eliminating trash collection by the <br />City next year. <br /> <br /> Mr. Schilling asked what would be the t otal out of the budget if the City gave up <br />trash collection, and Ms. Judy Mueller replied that it would be $1.7 million for residential <br />collection and $1.5 million for commercial. <br /> <br /> Ms. Richards noted that Landfill remediation costs will still have to be c overed in <br />the budget. Ms. Richards said that one issue she gets stuck on is how to continue to <br />encourage recycling. <br /> <br /> Mr. Cox said he is no where near philosophically deciding to get rid of trash <br />collection which he considers it a basic urban service. <br /> <br /> M s. Mueller noted that the City could not control the days that trash is picked up <br />if it gets out of the trash collection business, and that could result in trash always being <br />out in neighborhoods. <br /> <br /> Ms. Richards said the question for her is should the City be in the trash collection <br />business, and where do you draw the line at the percentage citizens pay. <br /> <br /> Ms. Mueller said that we will be going out to bid next year for trash collection <br />services and Council can provide input on that process. <br /> <br /> Mr. Schilling suggested that recycling of plastic be re - evaluated as it is just being <br />landfilled at the current time. <br /> <br /> Ms. Mueller said she will look into the matter. <br /> <br /> The majority of Council indicated their tentative support for doubling the trash <br />sticker fees. <br /> <br /> Mr. O'Connell said that the increase in the automobile decal fee is tied directly to <br />providing five new community based police officers. <br /> <br /> Mr. Cox said he thinks we need to find ways to de - incentivize car use in the City <br />and feels the idea of having the incre ase in decals pay for pedestrian police dovetails with <br />neighborhood stability. <br /> <br /> Mr. Lynch said he would like to assure that the officers are in addition to the <br />current number of community based police officers, adding that he would like to see a <br />total of nine. <br />
