3 <br /> Mr. Schilling asked how we are going to take ongoing care of our facilities. <br /> <br /> Mr. O'Connell said that if we want to have quali ty facilities we have to look for <br />ways to put more money into it. <br /> <br /> Mr. Schilling said he would like to look at other creative ways, such as <br />eliminating one school building. <br /> <br /> Mr. Cox said that if housing increases, school enrollment may increase and we <br />co uld need the space. <br /> <br /> Ms. Richards suggested that Mr. Schilling be given a copy of the school space <br />utilization study. <br /> <br /> Mr. Lynch said he is supportive of the meals tax increase, but would like to look <br />in detail at the CIP. He said he thinks that a unif orm prioritization would be useful. He <br />said he would also like to have a date for when we will be fixing the bricks on the mall, <br />and suggested using the unallocated economic development money for the mall. <br /> <br /> Mr. Cox said he thinks adjacent property owners need to contribute to fixing the <br />bricks on the mall. <br /> <br /> Ms. Richards said she would like to develop a proposal to take to businesses to <br />leverage money or a BID. She said she would like to know how much revenue comes <br />from meals and sales tax downtown. Ms. Richards said she supports the meals tax <br />increase. <br /> <br /> Mr. Caravati said he leans toward supporting the meals tax increase. <br /> <br /> Mr. Schilling said he supports the goal of the increase, but not the means of doing <br />it. <br /> <br /> Council revisited the decal increase. <br /> <br /> M r. Lynch said he supports it, but wants to know what happened to other police <br />officers previously hired for community policing. <br /> <br /> Ms. Richards and Mr. Cox said they support the decal increase. <br /> <br /> Mr. Schilling said he supports the goal, but not the means of doing it. Mr. <br />Schilling said there have been large increases in the budget and staffing over the last 10 - <br />12 years, but not an increase in population. Mr. Schilling said it is expensive to live in <br />Charlottesville and he is concerned about the trend. Mr. Schilling proposed eliminating <br />Council's reserve, and said he feels that giving the schools 40% of new revenues is a <br />fundamentally flawed method without looking at the whole pie. <br /> <br /> Mr. Lynch said he thinks this is an issue, but he thinks it is good that C ouncil and <br />the School Board do not have to negotiate the amount. <br /> <br /> Mr. Schilling said that buildings the City owns, such as McGuffey, are rented at <br />less than half of their market value. <br /> <br /> Ms. Richards said we have to weigh the benefits of the artists to th e City. <br /> <br /> Mr. Lynch said he would like to look at the issue of how we are funding cultural <br />institutions across the board. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ ____________________________ <br />President Clerk <br /> <br />
