4 <br /> The motion to defer was defeated by the following vote. Ayes: Mr. Lynch and <br />Mr. Schilling. Noes: Mr. C aravati, Mr. Cox, Ms. Richards. <br /> <br /> Ms. Richards said she is not very keen on this proposal as the rental rate is not <br />consistent with other programs, but is concerned that there is a commitment documented <br />by a letter from former Mayor Caravati. She said the Society's name could have been <br />changed on its own merits without reducing the rent. She said she has no recollection <br />about being approached about this issue, but acknowledged that she may have been. Ms. <br />Richards said she does not think that the market r ent should be charged as the property <br />was deeded to the City for use as a library. She said she feels it would be a violation for <br />the City not to live up to its agreement, and with some amendment she will agree. Ms. <br />Richards made a motion to approve the lease agreement for three years, with the option to <br />renew for two one - year terms. <br /> <br /> Mr. Caravati seconded the motion. <br /> <br /> Mr. Lynch asked if the renewal would be the tenant's option or the City's option, <br />and Ms. Richards said it would be by mutual agreement. <br /> <br /> Mr. Cox said it makes no sense to require market rent for the Historical Society, <br />and asked if we would start charging the Library for use of its building. Mr. Cox said he <br />is supportive of the proposal and feels it would be inappropriate to change the terms. <br /> <br /> The lease agreement with the Albemarle - Charlottesville Historical Society for <br />three years, with the option to renew for two one - year terms was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Richards. Noes: Mr. Lynch and Mr. <br />S chilling. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />the City Manager is hereby authorized to execute on behalf of the City the following <br />document, in form approved by the City Attorney: <br /> <br /> Lease Agreement between the Cit y of Charlottesville and the Albemarle - <br />Charlottesville Historical Society for the lease of the building at 200 Second Street, N.E., <br />Charlottesville, Virginia. Such agreement shall be for a period of three years, with <br />options to renew for two additional on e - year terms upon the mutual agreement of the City <br />of Charlottesville and the Albemarle - Charlottesville Historical Society. <br /> <br />REPORT <br />: NEIGHBORHOOD STRATEGY TEAM <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, explained that <br />the Neighborho od Strategy Team was formed several years ago to coordinate the <br />provision of City services in City neighborhoods. The Team was later reformed into two <br />subgroups, the Data Team (Research) and Intervention Team (Implementation). The <br />Data Team is responsibl e for reviewing demographic data to help establish a baseline so <br />that improvement efforts can be measured and for making recommendations to the <br />Strategy Team. The Intervention Team was created to develop a strategy to focus efforts <br />on specific target area s most in need of improvements. Mr. Tolbert reviewed the Strategy <br />Team's Commitments: 1) building safer, move livable, stable communities; 2) <br />developing strategies in service delivery for individuals to achieve their maximum <br />potential; and 3) examining t he needs of the community, resources and allocation of those <br />resources, outcomes of efforts and measures of success, ways to build data capacity, ways <br />to analyze the data to make critical impact, and the big picture of how we are structured <br />and work togeth er; and 4) telling the story of how our neighborhoods are changing for the <br />better. Mr. Tolbert said it is extremely important that the School system be a part of this <br />effort, and suggested that a presentation be made to a joint meeting of the Council and <br />School Board. <br /> <br /> Ms. Richards said it appears from the data that the blight ordinance is paying off, <br />and Mr. Tolbert said staff is making progress. <br /> <br />
