2 <br /> Ms. Linda Peacock, Assistant City Manager, said that the review team requires <br />outcome me asures and SHE did not have favorable outcomes for this program. <br /> <br /> Ms. Richards said she cannot support this request especially since it is not <br />supported by the review team. <br /> <br /> Mr. Cox said he cannot support the request, noting that staff assistance with th e <br />outcome measures is available to agencies. <br /> <br /> Mr. Caravati and Mr. Lynch agreed that they will not support this request. <br /> <br /> Ms. Bullard said that Jefferson Area Board for Aging (JABA) has just recently <br />requested $12,500 for three years for Mountainside, a residential facility in Crozet. <br /> <br /> Ms. Peacock said that JABA has not been able to increase their private pay clients <br />which would have increased their revenues. She said JABA is making this funding <br />request of the City and Albemarle County to use as matchin g funds for a challenge grant. <br />Ms. Peacock said that if sufficient funds are not raised, the facility may have to close. <br /> <br /> Mr. Caravati said he would like to table the matter as he feels more information is <br />needed and he is not prepared to take action ton ight. He also questioned whether funds <br />could be made available for this purpose other than Council reserve. <br /> <br /> Mr. Cox said he is not in favor of providing the funds since the request was made <br />outside of the budget process. <br /> <br /> Ms. Richards said she would su pport providing the funds since the City has <br />already put so much into the facility. She said if this can leverage others funds and the <br />facility can remain open, she thinks it is worth it. <br /> <br /> It was agreed that this issue would be looked at after the budget process. <br /> <br />Mr. Lynch said he worries about the impact on Mountainside's clients. <br /> <br /> Ms. Bullard said that Piedmont Virginia Community College (PVCC) has again <br />requested funds that Council previously felt should be the province of the State. <br /> <br /> Mr. Lynch and Mr. Caravati said they support the request. <br /> <br /> Mr. Cox and Ms. Richards said they do not support the request. <br /> <br /> The request will not be reflected in the upcoming budget because a majority did <br />not support it. <br /> <br /> Ms. Bullard said that the Independence Resource Center (IRC) has recently <br />requested funding for their Bainbridge housing project. She explained that IRC requested <br />funding in the budget process for a new program, but it was not recommended because of <br />the policy not to fund any new programs. <br /> <br /> Mr. Cox e xpressed concern about funding requests that are being made after the <br />deadline has passed for budget requests. <br /> <br /> Mr. Lynch asked if CDBG funds could be used for this purpose. <br /> <br /> Ms. Richards asked if these apartments could be offered for sale to the Housing <br />Authority. <br /> <br /> There was no support to provide funding for IRC. <br /> <br /> Ms. Bullard explained that the Cooperative Extension Service had reduced their <br />original funding request because of State funding cuts, but a portion of the State funding <br />has been restored by the Governor, so they have amended their funding request.
