NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, April 7, 2003 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2. - 3712 o f the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - April 7, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None) to meet in <br />closed session for the purpose of discussion or consideration of the acquisition of real <br />pro perty for a public purpose, located on River Road, and for the disposition of publicly <br />th <br />held real property on 9 Street, S.W. and on South First Street, where discussion in an <br />pen meeting would adversely affect the bargaining position or negotiating strate gy of the <br />City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; for consultation with <br />legal counsel pertaining to probable litigation, w here such consultation in an open <br />meeting would adversely affect the negotiating or litigating posture of the City, and <br />regarding the negotiation of a contract with the Albemarle County Service Authority, as <br />authorized by Section 2 - 2 - 3711(A)(7) of the Virginia Code; and for discussion of the <br />resignation of a specific employee of t he City, and of the annual p erformance evaluation <br />of the City Manager, as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - April 7, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, M s. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: CHILD ABUSE PREVENTION MONTH; SENIOR <br />CENTER PROCLAMATION; FAIR HOUSING MONTH; DEPUTY FIRE CHIEF <br /> <br /> Mr. Cox presented the proclamation proclaiming Fair Housing Month. <br /> <br /> Mr. Schilling presented the proclamati on regarding the Senior Center. <br /> <br /> Ms. Richards presented the proclamation proclaiming Child Abuse Prevention <br />Month. <br /> <br /> <br /> Mr. Cox recognized Deputy Fire Chief Charles Werner for receipt of the <br />Governor's Award for Excellence in Fire Service Management. <br /> <br />PUBL IC <br /> <br /> Mr. Harold Timmeny, 615 Park Lane East, expressed concern about continued <br />dumping behind Shenk's branch by Allied Concrete. Mr. Timmeny said he has been <br />contacting the City about this problem since 1994. <br /> <br /> Ms. Mary Turner, 340 10 1/2 Street, N.W., e xpressed concerns about speeding in <br />her neighborhood and asked Council to help make a difference by putting in speed bumps <br />or children at play signs. <br /> <br /> Mr. John McCutcheon, 1025 Locust Avenue, representing Citizens for a United <br />Community, a group made up o f citizens and City officials, asked Council to appropriate <br />
