6 <br />development opportunities with a more deliberate approach, and suggested that it be done <br />this spring. <br /> <br />Ms. Richards noted that the ordinance does not designate how the funds will be <br />where. <br /> <br />Mr. Caravati said the memo accompanying the ordinances does designate. <br /> <br />Mr. O'Connell said that the funding will build over the next year before they are <br />spent or before we go to a bond issue. When we get to that point, he said that the bond <br />ordinance will designate projects that Council will approve. Mr. O'Connell said staff will <br />continue to work in these areas and bring back to Council as appr opriate. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: INCREASING VEHICLE DECAL FEES <br /> <br /> Mr. O'Connell said that the increase in vehicle decal fees is proposed to provide <br />funds for five new neighborhood police officers. <br /> <br /> The public hearing was opened, but as there were no sp eakers, the public hearing <br />was closed. <br /> <br />Mr. Lynch moved the ordinance, saying this is something neighborhoods have <br />wanted and he thinks neighborhood policing has had a big impact, Ms. Richards <br />seconded the motion and the ordinance entitled "AN ORDINANCE AM ENDING AND <br />REORDAINING SECTION 15 - 39 OF ARTICLE II, CHAPTER 15 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO THE <br />VEHICLE LICENSE FEE" was offered and carried over to the next meeting for <br />consideration. <br /> <br />Mr. Cox agreed with Mr. Lynch about making community policing more visible, <br />and said he supports the initiative. <br /> <br />ORDINANCE <br />: INCREASING TRASH STICKER AND DUMPSTER FEES <br /> <br /> Mr. O'Connell said that the 5% departmental reductions will not generate enough <br />revenue and Council wanted trash service s funded to a higher degree by users. Mr. <br />O'Connell said that the proposed increase will raise $800,000 annually. Mr. O'Connell <br />said there are also significant increases at the landfill for clean up. <br /> <br /> Responding to a question from Mr. Caravati, Mr. O'Co nnell said there is a <br />program through social services that provide free decals and stickers for eligible clients, <br />and said he will provide Council with more information on the program. <br /> <br />On motion by Mr. Lynch, seconded by Mr. Caravati, the ordinance entitl ed "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 26 - 37 OF ARTICLE III, <br />CHAPTER 26 AND SECTION 26 - 64 OF ARTICLE V, CHAPTER 26 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO THE <br />FEES FOR TRASH COLLECTION" was offered and carried over to the next meeting <br />for consideration. <br /> <br />Mr. Lynch said he supports the ordinance in order to recover more of the cost of <br />trash and landfill clean up costs. Mr. Lynch said this is a fee people can reduce by <br />recycling more. <br /> <br />Referring to the issue of recycling, M r. Schilling said he thinks the public <br />deserves to know that there is no market for recycled plastics and it is getting dumped in <br />the landfill. Mr. Schilling said we need to take a realistic approach to recycling, and he <br />understands the matter is under re view. Referring to the 5% cut in department budget, <br />Mr. Schilling said that this refers to the operating budgets and they are a smaller <br />percentage of the budget than one might imagine. He said the overall cut in the actual <br />budget is only 1% or 2%. Mr. Schilling said 150 positions have been added in the last 12 <br />
