NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, April 21, 2003 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 o f the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - April 21, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet in <br />closed session for discussion or consideration of the acquisition of real property for a <br />public purpose, locate don River Road and on South Street, where discussion in an open <br />meeting would adversely affect the bargaining position or negotiating strategy of the <br />City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; for consultation with <br />legal counsel pertaining to probable litigation, where such consultation in an open <br />meeting would adversely affect the negotiating or litigating posture of the City, and <br />regarding the negotiation of cost - sharing contracts (1) with the Albemarle County Ser vice <br />Authority; and (2) with Albemarle County and the University of Virginia, as authorized <br />by Section 2.2 - 3711(A)(7); and for discussion and consideration of appointments to City <br />boards and commissions as authorized by Section 2.2 - 3711(A)(1) of the Virgi nia Code. <br /> <br />COUNCIL CHAMBER - April 21, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: LIVE YOUR BEST LIFE PROCLAMATION <br /> <br /> Mr. Cox presented the "Live Your Best Life" Proclamation. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Kenneth Jackson, 712 Ridge Street, said he was shocked at the new fees and <br />increases approved by Council, and said Council needs to do what the public needs. He <br />said things will change in the next Council election. <br /> <br /> Ms. Monica Vieira, 2316 Fontaine Avenue, spoke out against the Fontaine <br />Avenue widening. She said she was told by City officials that the project is on the back <br />burner, but said it is not on the Department of Transportation's bac k burner as they have <br />sent residents a letter regarding acquisition of right of way. Ms. Vieira said the plans <br />presented by VDOT appear different than what Council approved. Ms. Vieira asked <br />Council to stop the project as it will take a lot of her proper ty. <br /> <br /> Ms. Kimberly Parr, 2307 Fontaine Avenue, expressed agreement with Ms. Vieira. <br />She said a large tree on her property is in jeopardy because of the proposed construction <br />and land is in danger of being lost. Ms. Parr asked Council to work with the <br />nei ghborhood. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said he hopes the City can find a way to <br />th <br />use some of the grant funds for Court Square to make a pocket park on 6 Street and to <br />close the street to traffic. <br /> <br />
