10 <br />Ms. Creasy said that the Plan has been reformatted to meet HUD criteria. She <br />highlighted changes made since the original draft was sent to Counci l, and noted that the <br />homeless section has been expanded. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Lynch noted that changes made by the Planning District Commission have <br />yet to be included, such a s City projects, including the Downpayment Assistance <br />Program and Closing Cost Assistance Program. He said there is a question about <br />whether the Mountainside facility ought to be in the Plan. <br /> <br /> Ms. Richards said she thought the work for the Homeless Coali tion was <br />marvelous. Ms. Richards expressed concern about generalities regarding the percentage <br />low income persons pay for housing, about 1990 census data being used, and about the <br />inclusion of University of Virginia students in the data. She said that so me of the tables <br />and statements do not match up. <br /> <br /> Mr. Cox agreed with Ms. Richards and expressed concern that this misleading <br />information will be provided to the Housing Policy Task Force. Mr. Cox said these <br />inaccuracies need to be addressed over a perio d of time. He pointed out that the Plan <br />does need to be approved by Council. <br /> <br /> Ms. Richards suggested that the Plan be approved contingent on some of these <br />issues being addressed. <br /> <br /> Mr. Caravati said we have not really made a dent in poverty and said he f eels we <br />need to put more money into it. He said he is disappointed in the lack of efforts by other <br />localities. Mr. Caravati said he thinks too much funding is going toward homeownership <br />and not enough toward rental property issues. <br /> <br /> Ms. Richards said sh e finds it hard to relate the Plan to Council's priorities. <br /> <br /> Mr. Lynch said the tables are not necessarily wrong, they just do not look at the <br />whole picture. Mr. Lynch said poverty rates will continue to be high because of the <br />number of public housing un its in the City and number of Section 8 vouchers. <br /> <br /> Mr. Lynch said that a textual change needs to be made in the statement that the <br />City has the most expensive housing and rent in the region because the data does not <br />support this. <br /> <br /> Mr. Lynch made a motion to approve the Consolidated Plan, on the condition that <br />it be changed to reflect concern expressed by Councilors. Ms. Richards seconded the <br />motion. <br /> <br /> Mr. Caravati said he will vote against the Plan because he disagrees with the <br />expenditure of money. He said he has a real problem with the amount of money going <br />toward rental housing. <br /> <br /> The Consolidated Plan was approved by the following vote. Ayes: Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: Mr. Caravati <br /> <br />REPORT <br />: CABLE FRANCHISE RENEWAL UPDA TE <br /> <br /> Mr. O'Connell explained that Adelphia has requested renewal of their franchise <br />agreement and an in - depth needs assessment has been done. <br /> <br /> Mr. Caravati, a member of the Committee reviewing the franchise renewal, said <br />that competition does not exist in Charlottesville because of the small market. He said <br />the franchise is non - exclusive which would not preclude having competition. He <br />explained that the City is very limited in what it can control, and noted that the City must <br />have specific reasons for re fusing to renew the franchise agreement. <br />
