Huja noted that the law that allows property to be taken has very strict <br />guidelines. <br /> <br /> Mr. Cox said that the Prospect Avenue area will get community police, and the <br />Quality Community Council continues to work with residents from this area. He said he <br />s ees this as another comprehensive step for City services provided to neighborhood to <br />improve the quality of life. <br /> <br /> Mr. Caravati asked if money would be returned once the properties are sold as <br />occurred with other similar projects. <br /> <br /> Mr. Huja said that in those projects the City put in significantly more money, and <br />will not receive money back from this project because the desire is to keep the prices in <br />the $70,000 to $80,000 range. <br /> <br /> Ms. Richards made a motion to authorize staff to proceed with the project with <br />the qualification that the City be very sensitive to the cooperative participation of <br />property owners. Mr. Schilling seconded the motion and it was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling . <br /> <br />RESOLUTION <br />: ROUTE 29/HYDRAULIC/250 BYPASS INTERSECTION STUDY <br /> <br /> Ms. Rhonda Edmonds from the Thomas Jefferson Planning District Commission <br />said that the study will be presented to the Commonwealth Transportation Board next <br />week and any comments from Co uncilors will be included in the final report. <br /> <br /> Ms. Richards said she would like to reinforce the point about funding of the <br />Targeted Next Phase and the Full Corridor Study. <br /> <br /> Mr. Lynch asked who does the next phase if it goes forward, a national traffic <br />consultant or VDOT, and who will do the RFP. Mr. Lynch suggested that the <br />Metropolitan Planning Organization discuss this. <br /> <br /> Mr. Edmonds said it is not expected that a national consultant be hired. Instead, <br />Planning District Commission staff will conduct a large part of it and consultants will be <br />brought in as needed.. <br /> <br /> Mr. Lynch expressed concern that this study would consume TJPDC staff. <br /> <br /> Mr. Cox said he feels there is an advantage to having great local control. <br /> <br /> Mr. Lynch made a motion to approve th e resolution regarding the Route <br />29/Hydraulic/250Bypass Intersection Study and Ms. Richards seconded the motion. <br /> <br /> Mr. Caravati said this his support is subject to his support of the final report. <br /> <br /> The resolution was approved by the following vote.
