NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, May 14, 2003 AT 5:00 p.m. IN Council Chamber. <br /> <br />THE PROPROSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Virginia First Cities Initiatives <br /> <br />BY ORDER OF T HE MAYOR BY Jeanne Cox <br /> <br />COUNCIL CHAMBER - May 14, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Ms. Connie Bawcum of Virginia First Cities, a coa lition of cities in Virginia that <br />have a commonality of conditions and concerns and that lobbies for reform in <br />relationship between the Commonwealth and cities. Ms. Bawcum reviewed the <br />demographic and fiscal conditions of member cities. Ms. Bawcum presen ted Virginia <br />First Cities overarching policy statement as follows: 1) increase Virginia's financial <br />support to First Cities (restructure tax system; distribute tax burden more equitably; and <br />raise state funding/taxes to fulfill obligations for education, transportation and human <br />services; and 2) enhance redevelopment opportunities (urban policy and smart growth <br />strategies).
