4 <br /> Mr. Caravati said he would like to see greater build out for environmentally <br />sensit ive areas. He said he is disappointed that there are no residential bonuses included <br />in the ordinance. <br /> <br />ORDINANCE <br />: UTILITY RATES <br /> <br /> Mr. Aubrey Watts, Chief Operating Official, said that staff has tried to respond to <br />questions from Councilors at the previo us meeting when the utility rates were discussed. <br />st <br />He proposed that additional study be completed by October 31 , and requested that <br />Council reconsider the ordinance. <br /> <br /> Mr. Caravati made a motion to approve the ordinance dated June 2. <br /> <br /> Ms. Richards said she is unwilling to adopt the new rates until the resolution <br />requesting further study is adopted. <br /> <br /> Mr. Caravati noted that this will only be a first reading of the ordinance, and it <br />will not be voted on until the next meeting. <br /> Mr. Cox seconded the motio n. <br /> <br /> Mr. Schilling asked for clarification on which ordinance is being moved. <br /> <br /> Mr. Brown said that the ordinance dated June 2 was moved and seconded, and the <br />th <br />only change between it and the one presented on May 19 is a correction of a <br />typographical error that incorrectly stated the current rates. <br /> <br />The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />CHAPTER 31 (UTILITIES) OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, RELATING TO UTILITY RATES" was carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION <br />: DIRECTING A STUDY OF ISSUES RELATED TO CITY WATER <br />RATE STRUCTURE <br /> <br /> Mr. Brown said that there are three resolutions before Council prepared in <br />response to a request by Councilors for additional staff study. Mr. Brown said reso lution <br />"A" was sent to Council on Friday, resolution "B" was proposed by Mr. Caravati and Ms. <br />Richards, and resolution "C" was proposed by Mr. Schilling. <br /> <br /> Mr. Lynch made a motion to approve resolution "C" and Mr. Schilling seconded <br />the motion. <br /> <br /> Ms. Richa rds said that neither resolution "A" nor "C" address her concerns. <br /> <br /> Mr. Lynch said the language proposed by Ms. Richards in resolution "B" could be <br />added to resolution "C." <br /> <br /> Ms. Richards also expressed concern that item D in resolution "C" is new, but Mr . <br />Schilling said that it was discussed by Council. <br /> <br /> Ms. Richards proposed that the first two sentences in the resolve paragraph of <br />resolution "B" be substituted for 1a in resolution "C." <br /> <br /> Mr. Lynch and Mr. Schilling said they would be amendable to add th is language <br />but not substitute it. <br /> <br /> Ms. Richards made a motion to amend resolution "C" by adding the first two <br />sentences in the resolve paragraph of resolution "B," and Mr. Schilling and Mr. Lynch <br />accepted the amendment. <br /> <br /> Responding to a request from Mr. Cox, Mr. Schilling elaborated on the language <br />in 1d in resolution "C." <br />
