5 <br /> Responding to a question from Mr. Lynch about paragraph nine, Mr. O'Connell <br />said that updating the traffic signals on Emmet Street will be the first step toward an <br />Intelligent Transportation System, so that eventually all traffic signals can talk through a <br />computer system. Mr. O'Connell said this is saying that we would like VDOT to help <br />with funds for others parts of it. <br /> <br /> Mr. Lynch suggested "funding for addit ional ITS should therefore be included." <br />He said he does not agree it makes sense to coordinate six lights that are scattered around <br />the City because there would not be any benefit to coordinating them. <br /> <br /> Mr. O'Connell said we want the latest technology i n signals so they can be <br />coordinated later. <br /> <br /> Ms. Richards concurred with Mr. Lynch. She said it is not well enough defined. <br /> <br /> Mr. Schilling said he understands the change but does not agree. He said he does <br />not think it addresses the overall problem. <br /> <br /> Mr. Caravati expressed concern that this might confuse the Commissioner and <br />VDOT since the Six Year Plan has just been submitted. <br /> <br /> Mr. O'Connell noted that this language was suggested by Commissioner Davies. <br /> <br /> Mr. Schilling suggested that Hillsdale Driv e and ITS be included in the title of the <br />resolution. <br /> <br /> Mr. Brown reviewed the amendments made to the resolution. <br /> <br /> The resolution entitled "A Resolution Regarding the Fontaine Avenue, Hillsdale <br />Drive and Meadowcreek Parkway Transportation Improvement Proj ects, and an <br />Intelligent Transportation System for the City of Charlottesville," as amended, was <br />approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, <br />Mr. Schilling. Noes: None. <br /> <br />WHEREAS <br />, the Virginia Department of Trans portation ("VDOT") has initiated <br />an improvement project to widen Fontaine Avenue from two lanes to three lanes; and <br /> <br />WHEREAS <br />, the City of Charlottesville, Albemarle County and the University of <br />Virginia have retained a consultant to study and address land use, development and <br />transportation issues in the "Southern Urban Area B," which area includes Fontaine <br />Avenue, and which may include alternative designs for the Fontaine Avenue entrance <br />corridor; and <br /> <br />WHEREAS <br />, VDOT and the University of Virginia are inves tigating the <br />possibility of extending Stadium Road, which extension would provide an alternative <br />route to Fontaine Avenue and which may affect the design of proposed improvements to <br />Fontaine Avenue; and <br /> <br />WHEREAS <br />, it is the desire of City Council that the F ontaine Avenue right - of - <br />way acquisition be postponed for a period not to exceed eighteen (18 ) months from the <br />adoption of this Resolution, so that the investigation of extending Stadium Road and the <br />consultant's Southern Urban Area B study can be complete d, and any proposed designs <br />can be reviewed and approved by the City and VDOT; and <br /> <br />WHEREAS <br />, the City of Charlottesville continues to support Council's 1997 <br />approved design and seeks to improve its utility and aesthetics through consideration of <br />the possib le alternatives at Stadium Road and through the Area B study; and <br /> <br />WHEREAS <br />, in light of the proposed delay to the Fontaine Avenue widening <br />project it is also City Council's desire that $1.5 million of the project funds be reallocated <br />to the Hillsdale Drive Improvement project with the explicit understanding that the funds <br />
