NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, June 20, 2003 AT 12 :00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - June 20, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Ms. Artie Dimberg, Assistant Superintende nt of Schools, discussed the No Child <br />Left Behind legislation, which she said is complex, far reaching and comprehensive. She <br />said federal funds are received for six title programs. She said qualification of teachers <br />and paraprofesionals is a major issue in No Child Left Behind legislation, and a key <br />component is parental involvement and parents right to know. <br /> <br /> Mr. Harley Miles of the Charlottesville School System, reviewed requirements for <br />State Standards of Learning and the relationship to No Child Lef t Behind. <br /> <br /> Ms. Richards expressed concern that the schools are being set up to fail given the <br />testing requirements. <br /> <br /> Mr. Cox said he thinks our school system can respond and he does not feel <br />alarmed. <br /> <br /> Mr. Kenneth Leatherwood, Principal at Charlottesvill e High School, reviewed <br />statistics at Charlottesville High School. <br /> <br /> Mr. Cox acknowledged that this will be the final School Board/Council lunch <br />meeting attended by W.
