10 <br /> <br />PUBLIC <br /> <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox noted that a citizen has suggested that Council not limit the public <br />comment at the beginning of the meeting and eliminate the second public comment <br />period at the end of the meeting. <br /> <br /> Mr. Schilling said that is not a bad idea in principle, but feels there has to be a <br />balance with that and public business. He said perhaps another night could be set up for <br />public comment. <br /> <br /> Ms. Richards expressed concern that awards and proclamations do cut into the <br />public comment time. She said a certain time could b e allotted for public comment, and <br />people's comments need to be kept to three minutes. <br /> <br /> Mr. Caravati suggested that the number of proclamations be limited to no more <br />than three. He said Council should make themselves available to the public outside of <br />Co uncil meetings. <br /> <br /> Mr. Lynch said a good structure would be to have a fixed 30 minutes for public <br />comment or Council could meet before the meeting to hear public comment. <br /> <br /> Mr. Cox said he is not totally in agreement with having a separate forum for <br />public comment. <br /> <br /> It was agreed that the public comment would remain as is and proclamations <br />would be limited. <br /> <br /> Mr. Cox asked if Council wants to extend the deadline for Planning Commission <br />nd <br />applications until the forum on July 22 . <br /> <br /> Mr. Schilling said no, he t hinks the pool is large enough. <br /> <br /> Mr. Caravati said no. <br /> <br /> Mr. Lynch said no, he thinks we have strong applicants. <br /> <br /> Ms. Richards said as a general rule she favors keeping it open to give more time <br />to people to apply, but she thinks five is a sufficient poo l. <br /> <br /> Mr. Schilling said he has heard the County is having some angst about the process <br />of moving the Juvenile and Domestic Courthouse design forward. <br /> <br /> Mr. O'Connell said there are concerns about both designs. He said the County has <br />agreed to take the mat ter to the Board of Architectural Review for guidance and bring it <br />back to the original steering committee, and then back to the Board of Supervisors and <br />Council. <br /> <br /> Mr. Schilling expressed concern that the Chair of the BAR may have prejudged <br />the issue giv en comments she made at the public presentation. <br /> <br /> Ms. Richards said she shares that concern about all BAR members. <br /> <br /> Mr. Schilling said he would feel better having Councilors make a statement now <br />if they know what they want. <br /> <br /> Mr. Caravati said he does no t think Council should pre - empt the BAR. <br /> <br />
