14 <br /> 7. AFFIRMS that public schools and institutions of high er learning within the <br />City of Charlottesville should provide notice to individuals whose education records have <br />been obtained by law enforcement agents pursuant to Section 507 of the USA PATRIOT <br />Act; and <br /> <br /> 8. AFFIRMS that public libraries within the City of Charlottesville should post in <br />a prominent place within the library a notice to library users as follows: “Warning to <br />Library Patrons: Under Section 215 of the USA PATRIOT Act (Public Law 107 - 56) <br />records of books and other materials borrowed from this library, as well as Internet <br />activity in this library, may be obtained by Federal agents. This federal law prohibits <br />librarians from informing you if records about you have been obtained by Federal <br />agents”; and <br /> <br /> 9. REQUESTS that our congressional delega tion set up an independent oversight <br />system to monitor the implementation of the laws and Executive Orders cited herein and <br />actively work to rescind or repeal those laws and regulations that violate fundamental <br />rights and liberties guaranteed by the United States and Virginia Constitutions; and <br /> <br /> <br />10. REQUESTS that copies of this resolution be distributed to President George <br />Bush and U.S. Attorney General John Ashcroft; U.S. Senator John Warner, U.S. Senator <br />George Allen, and Representative Virgil Goode; Virgin ia Governor Mark Warner and <br /> <br />Virginia Attorney General Jerry Kilgore. <br /> <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CONVEYING PORTION OF MEGAN COURT <br />RIGHT OF WAY <br /> <br /> Mr. O'Connell said that Mr. Stan Tatum has asked to acquire a strip of City <br />owned right - of - way af ter determining that there was excess right - of - way behind the <br />sidewalk on Megan Court. He said staff recommends approval. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said staff <br />supports the conveyance as long as an easement is mainta ined. He said the 540 square <br />foot strip has a value of $918, but does not recommend charging for the property because <br />Mr. Tatum had just recently deeded this same property to the City. <br /> <br /> The public hearing was opened but as there were no speakers, the pub lic hearing <br />was closed. <br /> <br /> Mr. Lynch said he recalled there were plans to put in access to the Rivanna Trail. <br /> <br /> Mr. Stan Tatum said that once the City accepts the street the public right - of - way <br />will run right up to City property and no easement will be requ ired. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE TO QUITCLAIM THE CITY'S INTEREST IN A PORTION OF <br />
