13 <br /> Ms. Richards said it is ambiguous what security means in this agreement and <br />further clarification is needed. She said she understood Mr. Plocek to say there was a <br />mechanism for sharing liability. <br /> <br />nd <br />ORDINANCE <br />: SNOW REMOVAL A MENDMENTS (2 reading) <br /> <br /> Ms. Richards said she had been thinking about the length of time given to people <br />to remove snow from sidewalks, and while she concurs that six hours is too short, <br />especially for people who work, she feels giving 24 hours and an ad ditional 24 hours <br />following a warning is too long. She said the issue is safety and making citizens <br />responsible. She said she feels giving 12 hours with an additional 12 hours after a <br />warning would be equitable. <br /> <br /> Mr. Schilling said that someone could be at work or it could be dark after 12 <br />hours, noting that not everyone has standard work hours. <br /> <br /> Mr. Caravati noted that if the sidewalks are not shoveled then other people have <br />trouble getting to work. <br /> <br /> Mr. Schilling said that people generally do not wal k to work at night. He said he <br />thinks giving 24 hours initially would be reasonable, with an additional 12 after the <br />warning. <br /> <br /> Ms. Richards said she does not agree with that. She said we are asking people to <br />have a civic responsibility to clear their sid ewalks, and proposed the time be reduced to <br />12 hours and an additional 12 hours following a warning. <br /> <br /> Mr. Caravati seconded the motion. <br /> <br /> Responding to a question from Mr. Schilling, Mr. O'Connell said that the <br />recommendation is to go from requiring snow removed after six hours as currently <br />written to 24 hours. He said there has really been no enforcement except for last year <br />when people were cited. He expressed concern that people could be cited all over time if <br />not given enough time. He said that most problems occurred in commercial districts. He <br />said he would need to get the input of the Police Chief on the new proposal. <br /> <br /> Ms. Kelley said that if the ordinance is changed to provide 12 hours after a <br />warning it may create a problem for staff. She said , for instance, if someone is cited at <br />noon, staff would have to go out at midnight to see if they had complied. <br /> <br /> Mr. Cox again expressed concern about Councilors trying to change matters at the <br />th <br />11 hour. <br /> <br /> Mr. Schilling offered a substitute motion to de fer the matter to the next meeting <br />until input can be received from the Police about the propriety of changing the hours. <br /> <br /> Mr. Cox seconded the motion and reminded Councilors that they have been asked <br />to bring issues such as this to the attention of staf f well in advance of a meeting. He said <br />Councilors need to be more disciplined. <br /> <br /> The motion to defer was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Ms. Richards, Mr. Schilling. Noes: None. Absent: Mr. Lynch. <br /> <br />PUBLIC <br /> <br /> There were n o matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Schilling said he asked at the last meeting for information on the balance of <br />the scholarship fund, but has not yet received it. <br /> <br />
