107 <br />H e said the ordinance allows construction to be approved subject to the likes and dislikes <br />of policy makers. He said if that is what we wish to do we should clearly say so. <br /> <br /> Mr. Caravati noted that the house on Farish referred to by Mr. Schilling is outsi de <br />the design control district. <br /> <br /> Mr. Cox said that design control districts assure a higher quality of design. He <br />said history shows that design designation is beneficial to areas. He said he will support <br />the ordinance. <br /> <br /> Mr. Caravati made a motion to a pprove the ordinance and Mr. Lynch seconded <br />the motion. <br /> <br /> Mr. Lynch said that a majority of property owners on the Corner have expressed a <br />willingness to move forward with the design designation. He said the City could help <br />property owners make tax credit applications and provide other assistance to make the <br />designation more of a positive experience. <br /> <br />The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />ARTICLE I, SECTION 34 - 1, AND ARTICLE II, SECTION 34 - 272 OF THE CODE OF <br />THE CITY OF CHARLOTTESVI LLE, CHAPTER 34 (ZONING) TO ADD A SIXTH <br />ZONING OVERLAY DISTRICT TO BE DESIGNATED AS THE CORNER <br />ARCHITECTURAL DESIGN CONTROL DISTRICT" was offered and carried over to <br />the next meeting for consideration. <br /> <br />Mr. Schilling said he believes we all share a common goal, but he does not think <br />the means are consistent. <br /> <br />RESOLUTION <br />: APPROVAL OF CDBG PLANNING PROCESS <br />ORDINANCE: CDBG TASK FORCE MEMBERSHIP <br /> <br /> Mr. O'Connell said that the issues of the Housing Policy Task Force <br />recommendations and using CDBG funds for hous ing have not been addressed, and he <br />recommended amending the resolution and bringing it back to Council in December. <br /> <br /> Mr. Cox said demanding projects are coming forward and a variety of things can <br />be done under the CDBG process. He said it is not time fo r the status quo and it may be <br />time for some innovation. <br /> <br /> Mr. Lynch said he thinks it is appropriate to incorporate the Housing Policy Task <br />Force recommendations. <br /> <br /> Mr. Cox said he would like to see specific language to charge the CDBG Task <br />Force to explo re opportunities. He said CDBG funds can be used to leverage other funds. <br /> <br /> Mr. Tolbert noted that the ordinance does not set priorities and the tweaks are <br />more process. He said there is not time for input from the CDBG Task Force. <br /> <br /> Mr. Cox said he woul d like to make the CDBG Task Force more efficient and <br />recommended reducing the number to nine by reducing one of the representatives of <br />social issues. <br /> <br /> Mr. Caravati said that in the past the Council has met with the Planning <br />Commission and CDBG Task Force and he thinks this would be beneficial. <br /> <br />PUBLIC <br /> <br /> Mr. Stratton Salidas, 110 Kent Terrace, said he hopes Jefferson School can be an <br />educational facility dedicated to disadvantaged students with a strong arts focus. He said <br />Council should invite the County to have students at the facility to help it financially. He <br />said an historic marker for Vinegar Hill should be incorporated at the site. He said he <br />understands Councilors are looking into granting an easement to VDOT for the <br />
