NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTEVILLE CITY COUNCIL WILL BE HELD ON Monday, November 17, 2003 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2 - 3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - November 17, 2003 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schillin g. On motion by Ms. Richards, seconded by Mr. Schilling, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet in closed session for discussion of the annual performance evaluation of the City Manager , as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; for discussion of the disposition of publicly held real property on the east end of the Downtown Mall and in McIntire Park, where discussion in an open meeting would adversely affect the negot iating strategy of the City, and for consultation with legal counsel regarding the proposed dispositions, as authorized by Section 2.2 - 3711(A)(3) and (7) of the Virginia Code; and for discussion of the acquisition of real property for a public purpose, (1) located on North Berkshire Drive and (2) adjacent to or in close proximity to the Juvenile and Domestic Relations District Court on East High Street, where discussion in an open meeting would adversely affect the negotiating strategy of the City, as auth orized by Section 2.2 - 3711(A)(3) of the Virginia Code. COUNCIL CHAMBER - November 17, 2003 Council met in regular session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. AWARDS/RECOGNITIO NS : SAVVY AWARD FOR COMMUNICATIONS DEPARTMENT Mr. Cox announced that the City's Communications Department has won the Savvy Award, presented by the City - County Communications and Marketing Association, for production of its Government Access Television Show. PUBLIC Mr. Timothy Hulbert, 2246 Brandywine Drive, President of the Chamber of Commerce, speaking on behalf of the Chamber, said he feels the owners and businesses of York Place have a reasonable case for their sign modification. He said that the Meadowcreek Parkway is the Chamber's highest transportation priority, and the property for the road needs to be transferred to the State. Mr. Hulbert said that he has confidence in Council to do this in the best way. He urged Council to get on with the p rocess. Mr. John Hossack, 617 Davis Avenue, Co - President of the Locust Grove Neighborhood Association, said that the neighborhood has endured an immense volume of traffic due to the Park Street Bridge closure, and there is concern that this will continue after the bridge opens. He presented a petition to close Calhoun Street and Watson Avenue. Ms. Sarah Peaslee, 1010 St. Clair Avenue, Co - President of the Locust Grove Neighborhood Association, said she appreciates City staff's help with the traffic light and speed humps in the neighborhood to deal with the traffic, but says it is an ongoing
