NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTEVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 17, 2003 AT 6:00 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - November 17, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schillin g. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Schilling, Council voted (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet <br />in closed session for discussion of the annual performance evaluation of the City <br />Manager , as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; for discussion of <br />the disposition of publicly held real property on the east end of the Downtown Mall and <br />in McIntire Park, where discussion in an open meeting would adversely affect the <br />negot iating strategy of the City, and for consultation with legal counsel regarding the <br />proposed dispositions, as authorized by Section 2.2 - 3711(A)(3) and (7) of the Virginia <br />Code; and for discussion of the acquisition of real property for a public purpose, (1) <br />located on North Berkshire Drive and (2) adjacent to or in close proximity to the <br />Juvenile and Domestic Relations District Court on East High Street, where discussion in <br />an open meeting would adversely affect the negotiating strategy of the City, as auth orized <br />by Section 2.2 - 3711(A)(3) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - November 17, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIO NS <br />: SAVVY AWARD FOR COMMUNICATIONS <br />DEPARTMENT <br /> <br /> Mr. Cox announced that the City's Communications Department has won the <br />Savvy Award, presented by the City - County Communications and Marketing <br />Association, for production of its Government Access Television Show. <br /> <br />PUBLIC <br /> <br />Mr. Timothy Hulbert, 2246 Brandywine Drive, President of the Chamber of <br />Commerce, speaking on behalf of the Chamber, said he feels the owners and businesses <br />of York Place have a reasonable case for their sign modification. He said that the <br />Meadowcreek Parkway is the Chamber's highest transportation priority, and the property <br />for the road needs to be transferred to the State. Mr. Hulbert said that he has confidence <br />in Council to do this in the best way. He urged Council to get on with the p rocess. <br /> <br />Mr. John Hossack, 617 Davis Avenue, Co - President of the Locust Grove <br />Neighborhood Association, said that the neighborhood has endured an immense volume <br />of traffic due to the Park Street Bridge closure, and there is concern that this will continue <br />after the bridge opens. He presented a petition to close Calhoun Street and Watson <br />Avenue. <br /> <br />Ms. Sarah Peaslee, 1010 St. Clair Avenue, Co - President of the Locust Grove <br />Neighborhood Association, said she appreciates City staff's help with the traffic light and <br />speed humps in the neighborhood to deal with the traffic, but says it is an ongoing <br />
