12 <br />RESOLUTION <br />: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />AND CITY LEGISLATIVE PROGRAMS <br /> <br /> Mr. David Blount, Legislative Liaison with the Thomas Jefferson Planning <br />District Commission, reviewed the highlights of the Commission's Legislative Program. <br />Mr. Blount noted that other localities made two changes since the draft was sent to <br />Council, one regarding Health and Human Services and one in Local Government in <br />Laws. <br /> <br /> Ms. Renee Knake, Assistant City Attorney, explained that issues included in the <br />City's Legislative Program were raised by Councilors and staff. <br /> <br /> Mr. Caravati asked that the items he included regarding veterans' benefits be <br />changed to include any other benefits they receive. <br /> <br /> Ms. Richards said staff suggested that items not be emphasized in the City's <br />Program that are included elsewhere. She said she agrees with this, but one exception is <br />the yield to bus legislation. <br /> <br /> Mr. Lynch noted that the City's Program still references the others as priorities. <br /> <br /> Ms. Richards said she would like the Virginia First Cities Program to be <br />emphasized. <br /> <br /> Responding to a question from Mr. Cox, Ms. Knake said that the City is only <br />asking for authority to give tax credits for the Greenbelt. <br /> <br /> Ms. Ric hards suggested that the Planning District's Program be amended to add a <br />fifth bullet on page 10 to "support enabling legislation." <br /> <br /> Mr. Lynch made a motion to approve the City's Legislative Program, emphasizing <br />items # 1 - 8, the Thomas Jefferson Plannin g District Commission's Legislative Program, <br />the Virginia Municipal League's Legislative Program, and the Virginia First Cities <br />Legislative Program, and to add a cover letter that emphasizes items #9 - 17. <br /> <br /> Ms. Richards seconded the motion and asked that the motion be amended to add <br />#12 of the City's priorities to items #1 - 8. Mr. Lynch accepted the amendment. <br /> <br /> The Legislative Programs of the City, Thomas Jefferson Planning District <br />Commission, Virginia Municipal League, and Virginia First Cities, and t he cover letter, <br />were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards. Noes: Mr. Schilling. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, the minutes of October 6, <br />17, 29 and November 3 were appro ved by the following vote, with Mr. Lynch abstaining <br />from voting on the minutes of October 6. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards, Mr. Schilling. Noes: None. Abstaining on October 6: Mr. Lynch. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Council reconvened in closed session. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. <br />Absent for the vote: Mr. Schi lling.) that to the best of each Council Member's <br />knowledge, only public business matters lawfully exempted from the open meeting <br />
