NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, November 21, 2003 AT 12:00 noon at the Legal Aid Conference <br />Room, 1000 Preston Avenue. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with Scho ol Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />LEGAL AID CONFERENCE ROOM - November 21, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Absent: Ms. Richards. <br /> <br /> M s. Linda Bowen, Chair of the School Board, gave Councilors the RFP for the <br />Superintendent search. <br /> <br /> Ms. Susn Erno, Coordinator of Adult Education Programs and Regional Adult <br />Education Specialist provided the following statistics: one out of five City adul ts have no <br />high school diploma; 4,500 City residents speak a language other than English in the <br />home; over half of public housing and Social Service clients have no high school <br />diploma; 70% of those in jail have no high school diploma; one third of job app licants <br />lack skills to do the job; and those with a high school diploma earn an additional $7,400 <br />on the average than those without a diploma. She said the target population for Adult <br />Education is for those eighteen or over with no diploma. She said ther e is a waiting list <br />for Adult Education Programs. <br /> <br /> Mr. Joe Johnson, Director of CATEC, said that state funding for Ms. Erno's <br />position is being eliminated and he asked that the City consider funding half of the <br />position, with the Schools funding half of t he position. <br /> <br /> Mr. Cox said an issue for Council will be who is served by the Program. <br /> <br /> Mr. Lynch said if you look at this as a grass roots economic development project <br />he could support funding it. <br /> <br /> Mr. Schilling said he would like to spend more time loo king at the data, but said <br />he feels that it is a valuable program. <br /> <br /> Responding to a question from Mr. Schilling about the drop in enrollment, Ms. <br />Erno said that when Jefferson School was closed the classes were scattered before <br />locating in the current loc ation. She said the enrollment figures are now back to what <br />they were prior to Jefferson School closing. <br /> <br /> Councilors toured the Adult Education facility. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ ____________________________ <br />Preside nt Clerk <br /> <br /> <br />
