13 <br />CENTER) TO THE CHARLOTTESVILLE INDUSTRIAL DEVELOPMENT <br />AUTHORITY" was offered and carried over. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CONTINUING CURRENT WATER RATES <br /> <br /> Mr. O'Connell said that the utility rates approved in June, 2003 had a sunset clause. <br />He sa id no decision was made by Council at their November work session on an alternative <br />water rate structure. He said the proposal is to bring back the issue back to Council in <br />February and to extend the current rates. <br /> <br /> The public hearing was opened but as t here were no speakers, the public hearing was <br />closed. <br /> Mr. Lynch said he would like to tie the water rates to the level of the reservoir and <br />asked if staff has discussed this with Albemarle County. <br /> <br /> Ms. Rita Scott, Director of Finance, said she would like to have this discussion. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE REORDAINING CHAPTER 31 (UTILITIES) OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br />UTILITY RATES ADOPTED JUNE 16 , 2003" was offered and carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: WATER COST ALLOCATION STUDY AND <br />CREST CONTROL PROJECT <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained that the proposed agreement <br />allocates the existing treatment capacity (48% City, 52% Albemarle County Service <br />Authority); the water supply in the urban system (65% City/35% ACSA); and the new supply <br />to be created at the South Fork Rivanna Reservoir (27% City; 73% ACSA). She that that in <br />addit ion, ACSA agrees to pay for the 5 mgd plant expansion at the South Rivanna facilities <br />that occurred in 1999 and will repay the City for the debt service it has paid on the expansion. <br /> <br /> The public hearing was opened but as there were no speakers, the public hearing was <br />closed. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, Council approve the Water Cost <br />Allocation Agreement by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards, Mr. Schilling. Noes: None. <br /> <br />BE IT RESOLVED <br /> by the Council for the City of Charlottesville, Virginia that the <br />Mayor is authorized to execute on behalf of the City the attached agreement between the City <br />of Charlottesville, the Albemarle County Service Authority and the Rivanna Water and Sewer <br />Authority, pr oviding for an allocation of the existing and future urban water supply, and costs <br />related thereto. <br />BE IT FURTHER RESOLVED <br /> that upon the execution of the attached agreement <br />by all parties, the Rivanna Water and Sewer Authority is requested to proceed wit h the <br />planning, design and construction of a crest control project at the South Rivanna Reservoir, in <br />order to increase the area’s supply of potable water. <br /> <br />TH <br />RESOLUTION <br />: MODIFYING CONTRACT FOR 5 AND WATER STREET PARKING <br />LOT <br /> <br /> On motion by Mr. Lynch, seco nded by Mr. Schilling, the Resolution Modifying the <br />th <br />Contract for the 5 and Water Street Parking Lot was deferred to the next meeting by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None. <br /> <br /> <br /> <br /> <br />
