4 <br />AS AMENDED, RELATING TO UTILITY RATES ADOPTED JUNE 16, 2003" <br />nd <br />(2 reading) <br /> <br />ORDINANCES <br />e. : Amendments to City's Tax Code (annual review for state <br /> code changes) (carried over) <br /> <br />AP PROPRIATION <br />f. : $399,000 - Federal Grant for Fire Department <br /> (carried over) <br /> <br />APPROPRIATION <br />g. : $10,300 - Insurance Reimbursement for Locust Avenue <br /> Bridge (ca rried over) <br /> <br /> Ms. Richards pointed out that the appropriation for the Fire Department is the <br />second of several large federal grants, and said she appreciates the Fire Department's <br />efforts to get outside funds. <br /> <br />PUBLIC HEARING/ORDINANCES <br />: PROPERTY EXCHANGE ON KING AND <br />GROVE STREET <br /> <br /> Mr. Brown said that the City is proposing to make streetscape improvements on <br />Grove Street and the acquisition of a small piece of property is required. Instead of <br />purchasing property, a land exchange is proposed. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed <br /> <br /> Mr. Lynch said he thinks the proposal is reasonable and works for the public and <br />the landowners. He seconded both ordinances. <br /> <br /> Mr. Cox said he agrees and feels it creates the opportunity for further <br />redevelopment of the corridor. He seconded the motion. <br /> <br />The ordinance entitled "AN ORDINANCE TO AUTHORIZE AN EXCHANGE <br />OF PROPERTY ON GROVE STREET AND KING STREET BETWEEN THE CITY <br />AND KING & GROVE STREET, LLC" and "AN ORDINANCE TO AUTHORIZE AN <br />EXCHANGE OF PROPERTY ON GROVE STREET BETWEEN THE CITY AND <br />WILLIAM AND FRANCES WALTON" were offered and carried over to the next <br />meeting for consideration. <br /> <br /> Responding to a question from Mr. Cox, Ms. Richards said she needs to study the <br />iss ue more carefully. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: QUITCLAIM GAS EASEMENTS IN <br />HOLLYMEAD SUBDIVISION <br /> <br /> Mr. O'Connell explained that there is a gas line in Albemarle County on a road <br />that VDOT is prepared to accept and they require the City to quitclaim the ease ments. <br />He said the City will continue to own the gas line. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the ordinance entitled "AN <br />ORDINANCE TO QUITCLAI M NATURAL GAS LINES LOCATED IN THE <br />HOLLYMEAD SUBDIVISION IN ALBEMARLE COUNTY TO THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION" was offered and carried over to the next <br />meeting for consideration. <br /> <br />REPORT <br />: MCINTIRE PARK PLAN <br /> <br /> Mr. O'Connell said that Council ap pointed a Committee that has been working for <br />one and one half years on a Master Plan for McIntire Park.
