10 <br /> Ms. Richards said she does not expect the committee to make a recommendation <br />by then and she will not support waiting until March 15. <br /> <br /> Mr. Schill ing said he feels there is reason to stop the process now. He said the <br />committee is very disappointed in the process and has felt bullied. He said there are two <br />Councilors who cannot support the project and he feels it is fair to let the development <br />comm unity know there is very tentative support by Council as a third Councilor also has <br />concerns. <br /> <br /> Ms. Richards said she did not hear the motion expressed as a substitute motion. <br /> <br /> Mr. Brown said a motion to postpone is appropriate while the primary motion is <br />under debate. <br /> Mr. Schilling asked if Mr. Caravati is willing to withdraw his motion, and Mr. <br />Caravati said no. <br /> <br /> The motion to delay the vote on Mr. Schilling's motion was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch. Noes: Ms. Richards and Mr. <br />Schilling. <br /> <br /> Mr. Cox said the issue will be put on the March 1 agenda. <br /> <br /> Mr. Cox said staff still needs to get questions from Councilors in advance of the <br />Jefferson School work session. <br /> <br /> Mr. Caravati said one of his concerns is that technical knowledge is needed before <br />a library can be considered at Jefferson School.
