3
Ms. Richards said she feels the one - stop center would be a limited use of the
building and would not capture a large segmen t of the community.

Mr. Schilling said he would like to keep options for partners open at this stage.

Mr. Caravati agreed with Mr. Schilling and said we need to formulate something
regarding the library.

Mr. Lynch said he would favor a library above other uses.

Mr. Cox said he tends to agree with Mr. Lynch and said that a library would be
compatible with a cultural center. He said he is not interested in keeping a one - stop
center on the table.

Ms. O'Brien said that an employment center could be m ore broadly defined, and
said it is more of a vibrant business center concept.

Mr. Cox said he would prefer to explore moving the library first.

Mr. Schilling said he would like to pursue different options concurrently so we do
not waste time if one op tion does not work out.

Mr. Caravati suggested that a feasibility study of moving the library be done,
bringing Albemarle County and the Library Board into the process, and studying the
engineering side of the issue.

Mr. Cox said he agrees with Mr. Car avati's suggestion.

Mr. Lynch agreed and said a library is his number one priority, and asked who
could pursue grant funds.

Ms. Linda Peacock, Assistant City Manager, said there are issues that need to be
decided regarding the library.

Ms. Richards s aid she does not want to neglect other potential uses and she is not
sure she is ready to put all our eggs in one basket.

Mr. McIntosh said the Library Board toured the Jefferson School site. He said
they were discouraged by the building and it was not their vision of a site for a new
library.

Mr. Cox said the City should draft a letter of invitation to the County to begin
exploring the idea of a library.

Mr. Gecker suggested that the first step be to get the historic registry
representative to tour the site to determine the flexibility of the space and to see if a
library is feasible.

Regarding maintenance of the windows at Jefferson School, Mr. Gecker said that
windows are considered one of the most architecturally significant features of historic
buildings. He said damage should not be done to the windows, but they can be painted
and caulked.

The meeting was adjourned.

______________________________ ____________________________
President Clerk
