6 <br /> <br /> Mr. Lynch said the report was well put together and he made a motion to ask staff <br />to put together the ordinance to move Council elections to November of odd numbered <br />years to be considered by Council after the May election, and that a public hearing be <br />scheduled at that time. <br /> <br /> Mr. Cox seconded the motion. <br /> <br /> Mr. Caravati said he believes action is premature and it would be better to wait <br />until after the May election to discuss the issue. He said it gives him pause that two and <br />possibly three Council members would not be affected by the change but would be <br />binding future Counc ilors. Mr. Caravati said he will support the change but feels that <br />Councilors sitting as of July 1 should vote on their future terms. <br /> <br /> Mr. Schilling expressed agreement with Mr. Caravati and said it is important to <br />recognize there will be a change in Cou ncil membership. In respect to the new Council, <br />he made a substitute motion to defer the public hearing and staff work on an ordinance <br />until after July 1. <br /> <br /> Mr. Lynch said he has no problem with that motion. <br /> <br /> Mr. Cox said he would like to see what an ord inance would look like prior to July <br />1. <br /> <br /> Ms. Richards seconded Mr. Schilling's substitute motion and it was approved by <br />the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. <br />Schilling. Noes: None. <br /> <br />REPORT <br />: PRESTON COMMONS <br /> <br /> Mr. Cox explained that Council deferred a vote on terminating City involvement <br />in the Preston Commons project at the last meeting. He Cox said the steering committee <br />convened to discuss the RFQs that were received. <br /> <br /> Mr. Satyendra Huja, Director of Stra tegic Planning, provided a brief history of the <br />proposal to develop 1.4 acres at the intersection of Preston and Grady Avenues for mixed <br />use, mostly housing. In May of 2003 the City requested RFPs but none were received. <br />In September of 2003 the City req uested RFQs and appointed a steering committee. On <br />February 23 two RFQs were received and were reviewed by the steering committee. Mr. <br />Huja said the majority of the committee members were interested in interviewing the <br />developers. Mr. Huja said the ques tion is how the committee should proceed. He noted <br />that if the land is to be sold, a public hearing will have to be held. <br /> <br /> Mr. Cox said he does not know of any other time that Council has decided not to <br />interview developers who have submitted proposals f or a project. <br /> <br /> Mr. Schilling, in deference to those in the audience waiting, said there is a motion <br />on the table which was deferred from the last meeting. He called the question and <br />amended the motion to state that the city should terminate its involvem ent in the Preston <br />Commons project. <br /> <br /> Ms. Richards seconded calling the question. <br /> <br /> Calling of the question was denied by the following vote. Ayes: Ms. Richards <br />and Mr. Schilling. Noes: Mr. Caravati, Mr. Cox, Mr. Lynch. <br /> <br /> Mr. Caravati made a motion th at the City not sell the property, but keep the <br />steering committee alive to study development of the area on Preston Avenue between <br />th <br />10 Street and the railroad tracks. <br /> <br />
