NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 17, 2004 AT 4:30 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - March 17, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Mr. O'Connell said staff think the real estate tax re lief program asset limits could <br />be increased based on the amount of money in the budget which would reach a larger <br />number of people. He said if Council does not want to do that they would have $150,000 <br />to put elsewhere in the budget. <br /> <br /> Ms. Richards noted that a reduction in the tax rate benefits the top 20 tax payers <br />in the City and she would personally rather direct more resources to the tax relief fund <br />because it gets at people we want to reach. <br /> <br /> Mr. Caravati concurred with Ms. Richards. <br /> <br /> Mr. Schilling said he agrees with the goal but said doing so costs extra for all <br />other people, and affects people who do not qualify but are just over the line. Mr. <br />Schilling said that the top 20 taxpayers may use their tax savings to reinvest in the <br />community. <br /> <br /> Mr. O'Connell said that staff will need to recalculate and give Council proposals <br />for different asset limits. <br /> <br /> Mr. Schilling said he does not agree with the idea. <br /> <br /> Mr. Caravati and Mr. Lynch indicated they would like to look at the different <br />options. <br /> <br /> Counc il discussed the Capital Improvement Program. <br /> <br /> Mr. Schilling, referring to an e - mail sent to Council, asked if some of the <br />renovations at Charlottesville High School could be put off until a later date. <br /> <br /> Mr. Lynch asked Mr. Schilling what he recommends s ince he serves on the <br />School Capital Projects Committee. <br /> <br /> Mr. Schilling said there has been additional information since the last meeting of <br />the Committee, and he cannot make recommendations of needs versus wants. He said the <br />reconfiguration of administr ative offices might be able to wait. <br /> <br /> Ms. Richards asked about the savings in any given year since the school projects <br />are bondable projects. <br /> <br /> Mr. Cox asked if there are efficiencies in doing all work as part of a single <br />project. <br /> <br /> Mr. O'Connell said tha t the bulk of money at Charlottesville High School is for <br />basic projects. <br /> <br />
