He said he has not been shown <br />where any staff will be reduced as a result of the new system. He said the two examples <br />p rovided of cities where similar systems are used are not valid comparisons. He said he <br />must withdraw his support for this proposal and cannot justify going forward without <br />better information. He would like to stop negotiations on the contract until the p roposal <br />can be further analyzed. <br /> <br /> Ms. Peacock said that the Council unanimously voted to allow the City Manager <br />st <br />to sign the contract, which is planned to be signed by March 31 . <br /> <br /> Mr. Lynch said that Councilors had discussions about the ROI and it was hi s <br />understanding that the City would be more efficient and the system will enable the City <br />to do more. <br /> <br /> Mr. Schilling asked that Councilors look at the information sent out and give it <br />serious consideration. <br /> <br /> Mr. Caravati noted that Mr. Schilling supporte d the project, and asked that he <br />articulate how the case is different now. Mr. Caravati said this issue has no impact on the <br />budget and he hopes that Mr. Schilling is not going there. <br /> <br /> Mr. Schilling said he is not looking at it in terms of the budget. H e said he thinks <br />we need to look at systems in similar size communities. <br /> <br /> Ms. Peacock said that savings reflected in the ROI were conservative. Ms. <br />Peacock said that the City's system will include many more modules. <br /> <br /> Mr. Caravati said he is going to int roduce a resolution in support of the Virginia <br />Senate budget for Council's consideration. <br /> <br /> Mr. Schilling left the meeting. <br /> <br /> Mr. Lynch asked for information on taxes other than real estate tax and what caps <br />are on those taxes. <br /> <br /> A question was raised abou t whether Council could act on the resolution proposed <br />by Mr. Caravati since Mr. Schilling was absent, and Ms. Jeanne Cox, Clerk of City <br />Council, said she would confer with the City Attorney. <br /> <br /> Mr. Caravati made a motion to approve a Resolution Supporting the Biennial <br />State Budget as Proposed by the Virginia Senate, amending it to include sending it to the <br />Senate Finance Committee Chair and House Appropriations Committee Chair. Mr. Cox <br />seconded the motion and it was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None.
