3 <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville that the General Assembly is respectfully requested to adopt at its earliest <br />convenience a state budget based on the budget as adopted and proposed by the Virginia <br />Senate. <br /> <br />The Clerk is directed to send certified copies of this Resolution to the Governor, <br />the presiding officers in the Virginia House of Delegates and the Virginia Senate, the <br />Chair of the Senate Fin ance Committee, the Chair of the House Appropriations <br />mittee and the members of the General Assembly representing the City of <br />Com <br />Charlottesville. <br /> <br /> <br /> The School Board members unanimously expressed support for the resolution. <br /> <br /> Mr. Ron Hutchinson, Superintend ent of Schools, explained the No Child Left <br />Behind Act, and said that schools that do not meet adequate yearly progress (AYP) must <br />offer parents a choice to send their children to schools that do meet AYP. Mr. <br />Hutchinson said that Clark, Jackson - Via and J ohnson Elementary Schools have all been <br />placed on a watch list, though Johnson being on the list has been appealed. Mr. <br />Hutchinson said that while all parents at the schools that do not meet AYP must be <br />offered choice, the highest priority is to the lowe st achieving students. He said the <br />Schools must provide transportation. He said final notice will not be received until late <br />June and school start on August 23 so there will be little time for planning. <br /> <br /> Mr. Schilling asked about the impact on class siz e and physical limitations of <br />schools if there is a large exodus of students. <br /> <br /> Mr. Hutchinson said the specifics of how to address this will be presented to the <br />School Board on April 1. He said that under federal law capacity in and of itself cannot <br />be a determining factor. He said placing trailers at schools and having a satellite school <br />are options that may need to be considered. <br /> <br /> Mr. Lynch asked where the schools are failing and how can they be shorn up. <br /> <br /> Mr. Hutchinson said Clark did not make AYS i n reading and math, Jackson - Via <br />did not make AYS in reading, and Johnson did not make AYS in reading and math. He <br />said the decision is based on a three year rolling average and the formulas vary based on <br />the number of students. <br /> <br /> Mr. Lynch asked if there is any way to help financially with remediation, and said <br />we should not let financial constraints get in the way, especially to help Clark. <br /> <br /> Mr. Hutchinson said he feels the school are incredibly well staffed. <br /> <br /> Ms. Richards said that federal funding for No Child Left Beyond is very <br />inadequate. <br /> <br /> Ms. Wiggins said the Schools are aggressively addressing the needs of students. <br />She said she feels it is important to market City Schools. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Hutchinson said that up to 20% of <br />Title I funds would have to be made available for transportation if choice has to be <br />offered. <br /> <br /> Ms. Richards asked about further requirements down the road if the schools <br />continue to not meet AYS, and Mr. Hutchinson said there are tiers of sanction s and <br />supplemental services would have to be offered outside of the classroom. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ ___________________________ <br />President Clerk <br /> <br />
