9 <br />AMENDING AND REORDAINING SECTION 30 - 253 OF ARTICLE IX, CHARTER <br />30 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING <br />th <br />TO THE TRANSIENT LODGING TAX" were offered and carried over to the April 13 <br />meeting for consideration. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: FY 04 - 05 COMMUNITY DEVELOPM ENT <br />BLOCK GRANT AND HOUSING OPPORTUNITIES MADE EQUAL (HOME) <br />PROGRAM <br /> <br /> Ms. Missy Creasy, Planner in Neighborhood Development Services, said that <br />$724,500 is available in CDBG funds and $128,500 in HOME funds. Ms. Creasy <br />reviewed the funding proposed by the CDBG Task Force and Planning Commission. <br /> <br /> Mr. Schilling asked how the $200,000 for the Rose Hill Neighborhood <br />functionally works. <br /> <br /> Ms. Creasy said it is proposed to be put aside for property acquisition by a non - <br />profit to develop affordable housing and is to be set up as a rotating fund to keep housing <br />affordable. Ms. Creasy said if the first property does not work there is another property. <br />She said if that does not work, the funds will need to come back for reprogramming. <br /> <br /> Mr. Schilling said the pro posal sounds similar to that proposed by Ms. Richards <br />and Mr. Cox earlier, and asked if theoretically it could be combined with the citywide <br />funds. <br /> <br /> Mr. Cox said that may allow us to leverage more funding. <br /> <br /> Ms. Creasy said this is still in the preliminar y planning. <br /> <br /> Mr. Cox noted that this is the last year for Rose Hill to receive funding. He asked <br />if there has been discussion about how to use the funds in the future since all target <br />neighborhoods have received funding. <br /> <br /> Ms. Creasy said that issue will be brought to Council in August. <br /> <br /> The public hearing was opened but as there were no speakers the public hearing <br />was closed. <br /> <br /> Mr. Lynch said he agrees with Mr. Schilling and feels it would be appropriate to <br />put these funds in the housing funds. <br /> <br /> Mr. Co x asked if we will receive less if fewer neighborhoods qualify, and Ms. <br />Creasy said funding is decreasing slightly but not for that reason. <br /> <br /> Mr. Cox said he feels supporting the Drug Court was a strategic use of CDBG <br />funds. <br /> <br /> Ms. Richards said that fundin g OAR was strategic as well. Ms. Richards noted <br />that the Music Resource Center is funded by both CDBG and City funds and said there <br />are some equity issues with youth related programs that need to be addressed in the <br />future. <br /> <br /> Ms. Creasy noted that a new i nitiative at the Music Resource Center was funded <br />out of CDBG funds. <br /> <br /> Mr. Caravati commended the CDBG Task Force for not spending funds on <br />infrastructure which he sees as a City responsibility. He applauded and supported the <br />rental assistance for Aids Se rvices Group. He said his goal is to deal with low income <br />rental housing. <br /> <br /> Mr. Cox seconded Mr. Caravati's comments about readjusting what CDBG should <br />fund. <br /> <br />
