NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Tuesday, April 13, 2004 AT 6:30 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: nd ORDINANCE: Annual Real Estate Tax Levy (2 reading) nd APPROPRIATION: Annual Budget Appropriation (2 reading) nd ORDINANCES: Increasing Fees for Trash Stickers (2 reading) nd Charging $25 for Large Item Pickup (2 reading) nd Zoning and Erosion and Sediment Control (2 reading) nd Building Permits (2 reading) nd False Alarms (2 reading) nd Police Reports (2 reading) nd E - 911 Tax (2 reading) nd Cigarette Tax (2 reading) nd Transient Lodging Tax (2 reading) Consumer Tax Adjustments for Gas and Electric nd (2 readin g) BY ORDER OF THE MAYOR By Jeanne Cox Second Floor Conference Room - April 13, 2004 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. ORDINANCE : ANNUA L REAL ESTATE TAX LEVY Mr. Caravati said that if the State does not approve a budget he will be the first to look again at the City's tax rate in order to be able to deliver quality services. The ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC PURPOSES," which was offered at the th April 5 meeting, was approved by the f ollowing vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Schilling. Mr. Schilling said he does not believe the tax rate has been justified. APPROPRIATION : ANNUAL BUDGET APPROPRIATION The "RESOLUTION ADOPTING THE BUDGET FOR T HE CITY OF CHARLOTTESIVLLE FOR THE FISCAL YEAR BEGINNING JULY 1, 2004 AND ENDING JUNE 30, 2005 AND PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR th SUCH FISCAL YEAR," which was offered at the April 5 meeting, was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Schilling. I. ADOPTION OF BUDGET WHEREAS , pursuant to Section 19 of the City Charter and Section 15.2 - 2503 of the Code of Virginia, the City Manager has caused to be prepared and pr esented to City Council a proposed budget for the fiscal year beginning July 1, 2004, and ending June 30, 2005; and WHEREAS , a synopsis of such proposed budget has been published in the Daily Progress , a newspaper of general circulation in the City, and notice duly given in such newspaper and public hearings held thereon on March 15, 2004 and April 5, 2004, and the estimates of revenues and expenditures therein debated and adjusted by City Council in open public meetings, all as required by the City Charter and Section 15.2 - 2506 of the Code of Virginia.
