<br /> Mr. Cox said we need to wait and see what the State does about a budget. He said this
<br />has been one of the hardest budget periods he has seen and the level of uncertainty from the State
<br />has made it particularly taxing, particularly the ability to maintain quality City services. He said
<br />doing this in the future will be a challenge.
<br />
<br /> Ms. Richard s said this is her eight City budget and she is proud to have been a contributor
<br />to each of them. She said she thinks we have maintained quality services. She said she is
<br />concerned about rising assessments and we will need to consider reductions in the r ate in future
<br />years. She said we have never had this ambiguity with a budget with no State budget, and said
<br />she does not think we could take the risk and reduce the tax rate this year because of the State.
<br />She said she thinks we will have to be leaner in the future.
<br />
<br /> Mr. Lynch said it is important to note that some favorable outcomes from the State could
<br />result in additional revenues which would enable us to roll back the tax rate. He said if the State
