7 <br /> Mr. Caravati thanked Mr. Bloun t and Delegate Van Yahres' office for their help in <br />navigating the General Assembly for him. <br /> <br />REPORT <br />: MONTICELLO AREA COMMUNITY ACTION AGENCY UPDATE <br /> <br /> Mr. Noah Schwartz, Executive Director of MACAA, provided an update on <br />MACAA activities. He said the top ten needs identified by their annual client needs <br />survey are: regular dental care; financial assistance to purchase a car; dental care for a <br />current condition; help paying utility bills; financial assistance to buy food; credit <br />counseling; major repairs on car you own; assistance to pay for prescriptions/medication; <br />help to better communicate with teacher/school about a child; and move to more <br />affordable housing. <br /> <br /> Mr. Caravati thanked the MACAA board and staff for what they do with few <br />dollars. <br /> <br /> Mr. Sch illing asked if local dentists provide pro bono services. <br /> <br /> Mr. Schwartz said local dentists are interested, but the difficulty is with providing <br />pediatric dental care. <br /> <br /> Mr. Lynch said he appreciate highlighting the Parents in Education Program and <br />asked what the City can do to help. <br /> <br /> Mr. Schwartz said funding would be helpful. He said the schools have been great <br />in helping with the program. <br /> <br /> Responding to a question from Ms. Richards, Mr. Schwartz said refugees are <br />served through HeadStart and CHIP. <br /> <br />R ESOLUTION <br />: SPECIAL PERMIT FOR 805 ALBEMARLE STREET FOR DOG <br />DAY CARE <br /> <br /> Mr. Caravati asked about the neighbor who originally opposed the dog day care, <br />and Mr. Cox said she moved, but changes were made as a result of her comments. <br /> <br /> Ms. Creasy said the site plan had been held up because there were issues that <br />needed to be addressed. She said the neighbor's concerns were addressed. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the Resolution Authorizing <br />the Special Permit for 805 Albemarle Street for Do g Day Care was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None. <br /> <br />WHEREAS <br />, pursuant to the Code of the City of Charlottesville, on August 18, <br />2003 Mr. Bill Nitchman, on behalf of Canvasbac k Real Estate & Investment LLC, <br />requested a special use permit to allow property located at 805 Albemarle Street, <br />identified on the 2002 City Tax Map 35 as Parcel 57.1 (“Subject Property”) to be used for <br />an animal boarding or grooming facility with outside runs or pens; <br /> <br />WHEREAS <br /> , a joint public hearing on this application, SP - 03 - 08 - 07, was held <br />before the City Council and Planning Commission on September 9, 2003, following <br />notice to the public and to adjacent property owners as required by law; and <br /> <br />WHERE AS, <br /> subsequent to the public hearing, the applicant has decided not to <br />utilize the Subject Property itself as a dog grooming facility; however, the applicant still <br />wishes to obtain a special use permit authorizing use certain of certain yard area(s) of th e <br />Subject Property as an outside run or pen for an animal boarding and training center <br />located on adjacent property, 706 Henry Avenue; and <br /> <br />WHEREAS, <br />on April 13, 2004 the Owner obtained the Planning Commission’s <br />approval of a final site plan for 805 Albema rle Street (subject to approval of a Special <br />
