NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, April 19, 2004 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2 - 3172 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - April 19, 2004 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. Richards) to meet in closed session for discussion and consideration of the acquisition of real property on Avon Street Extended for a public works facility and on High Street for court facilities, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2 .2 - 3711(A)(3) of the Virginia Code; for discussion of the annual performance evaluation of the City Manager, as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; and for consultation with legal counsel regarding the negotiation of a solid waste co st sharing agreement with Albemarle County, and regarding the conveyance of a property interest in McIntire Park, as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. On motion by Mr. Schilling, seconded by Mr. Lynch, Council certified by the fo llowing vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER - April 19, 2004 Council met in regular session on this date with the following members present: Mr . Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. AWARDS/RECOGNITIONS : PROCLAMATIONS: CHILD ABUSE PREVENTION MONTH; CRIME VICTIMS RIGHTS; FAIR HOUSING MONTH; COMMUNITY TH CREDIT UNION 50 ANNIVERSARY Ms. Richards read and presented the Child Abuse Prevention Proclamation. Mr. Schilling read and presented the Crime Victims Rights Proclamation. Mr. Caravati read and presented the Fair Housing Month proclamation. Mr. Cox read and presented the Community Credit Union proclamation. PUBLIC Mr. John Pfaltz, 1503 Rugby Road, asked Council to re - examine its decision to acquire City Link. Mr. Pfaltz said he met with City staff today and would like to digest that information before commenting further. Mr. Pfaltz said the question is can the Ci ty afford this system. Mr. Jim Moore, 1213 Hazel Street, said he also met with staff about City Link. He said he was assured by staff that these issues were considered by Council. He said he
