9 <br /> On motion by Mr. Caravati, seconded by Ms. Richards, the $1,430 appropriation <br />of payment in lieu of a sidewalk was offered and carried over to the next meeting for <br />consideration. <br /> <br />MINUTES <br /> <br /> Mr. Schilling presented Council with a list of propos ed amendments to minutes <br />that to the best of his recollection and knowledge were what came out of his mouth. <br /> <br /> Mr. Caravati said he understands there is a motion and a second on the floor from <br />the previous meeting to accept the minutes as originally presen ted. <br /> <br /> Mr. Lynch made a motion to amend the minutes to include two of the changes <br />th <br />made by Mr. Schilling to the March 24 minutes. He said the other changes are largely <br />editorial. Mr. Lynch said we are down to the question of what we put in the minutes a nd <br />the level of detail. He said he is happy with the current level of detail. <br /> <br /> Mr. Cox accepted Mr. Lynch's amendment. He said he has a problem revising the <br />minutes and said it has to be documented by more than one person. Mr. Cox said he did <br />th <br />not recal l Mr. Schilling referring to the $18 million amount in the March 17 minutes. <br /> <br /> Mr. Schilling said that same amount was quoted an e - mail to the Mayor the same <br />day. <br /> <br /> Mr. Caravati called the question. <br /> <br /> The minutes of March 10, 15, 17, 19 and 24 were appro ved, as amended by Mr. <br />Lynch, by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. <br />Noes: Mr. Schilling. <br /> <br /> Ms. Richards made a motion to amend the minutes of May 15, 17, and 24 as <br />requested by Mr. Schilling. Mr. Schilling second ed the motion. <br /> <br /> Ms. Richards said Councilors often speak editorially and minutes can include <br />more than just a review of actions and votes. She said she cannot see limiting minutes to <br />non - editorial statements. She said every Councilor should have the rig ht to include their <br />comments within reason. <br /> <br /> Mr. Caravati called the question. <br /> <br /> Mr. Cox said he will support the amendments because in the end Councilors have <br />the right to sharpen and correct their comments. He said we have not expended this <br />amount of t ime on minutes before and he thinks it is a slightly unproductive use of our <br />time. <br /> <br /> The minutes of May 15, 17 and 24 were amended to include changes by Mr. <br />Schilling by the following vote. Ayes: Mr. Cox, Mr. Lynch, Ms. Richards, Mr. <br />Schilling. Noes: M r. Caravati. <br /> <br />th <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the minutes of the April 5 <br />meeting was approved as corrected by Mr. Schilling. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> Mr. Schilling thanked M s. Richards for her motion and apologized to Mr. Cox for <br />his earlier comment which he said was out of order. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell said that the tour of Jefferson School by representatives from the <br />State Historic Resources office was successful a nd they were impressed with the <br />maintenance of the building. <br /> <br />
