MATTER RE: DAYLIGHT
SAVING TIME

STATEMENT RE:
DAYLIGHT SAVING TIME
CUT OFF DATE

THE COUNCIL MET IN SPECIAL SESSION ON THIS DATE WITH THE FOLLOWING

MEMBERS PRESENT: MR. HAGGERTY, HR. LEE, HR. MOUNT AND MR.' PONTON. ABSENT:

MR. SCRIBNER.

THE VICE-HAYOR ANNOUNCED THAT THE PURPOSE OF THIS MEETING WAS TO CONSIDER

A CUT OFF DATE FOR DAYLIGHT SAVING TIME. SEVERAL PEOPLE, REPRESENTING THE,RETAIL
HERCHANTS~ THE SCHOOLS AND INDUSTRIES OF THE AREA~ ADDRESSED THE COUNCIL AND URGED
THE COUNCIL TO CONSIDER A UNIFORM DATE WITH ALBEMARLE COUNTY.

HR. MOUNT MADE THE FOLLOWING STATEMENT:

CITY COUNCIL, AT THE REQUEST OF MANY INDIVIDUAL CITiZENS~ BUSINESSES, INDUSTRIES
AND CIVIC ORGANIZATIONS) ADOPTED DAYLIGHT SAVING TIME TO COINCIDE WITH PRACTICES
FOLLOWED THROUGHOUT THE NATION WHERE FAST TIME IS OBSERVED. THIS MEANT THAT
CHARLOTTESVILLE WOULD REVERT TO [ASTERN STANDARD TIME ON OCTOBER 29.

COUNCILTS ACT1ON WASBY NO MEANS BINDING ON THE CITIZENS AND BUSINESSES OF

THE COMMUNITY SINCE THE CITY, BY STATE LAW, CANNOT ENFORCE FAST TIME. HOWEVER,
THE ACTION WAS MET WITH OVERWHELMING ACCEPTANCE BY THE PEOPLE OF THIS COMMUNITY.

'DESPITE THE FACT THAT THE CITYTS PLANS FOR AN OCTOBER 29 CUTBACK HAVE BEEN
KNOWN FOR MONTHS, THE ALBEMARLE BOARD OF SUPERVISORS, WITHOUT ~ONSULTATION WITH
CITY OFFICIALS) ARBITRARILY DECIDED TO END FAST TIME ON SEPTEMBER 1.

ALL MAJOR INDUSTRIES IN THE CITY AND COUNTY, THE CHAMBER OF COMMERCE AND

THE RETAIL HERCHANTS ASSOCIATION HAVE EXPRESSED THEMSELVES AS FAVORtNG: FIRST~
AN OCTOBER 29 CUTBACK; SECOND~ A SEPTEMBER 30 CUTBACK; AND LASTLY~ A SEPTEMBER 1
SWlTCHOVER.

IT IS DISAPPOINTING TO THE CITY COUNCIL~ AS IT MUST BE TO THE THOUSANDS OF
CITIZENS IN THE COMMUNITY~ THAT THE ALBEMARLE BOARD OF SUPERVISORS IS UNWILLING
TO ACCEPT EITHER ONE OF THE FIRST TWO CHOICES OF THESE BUSINESSES AND THE MANY
FINE PEOPLE THEY EMPLOY.

THE CITY COUNCIL IS MOST ANXIOUS AND WILLING TO GRANT TO THESE CITIZENS THEIR
FIRST REQUEST.

HOWEVER, AN IMPOSSIBLE SITUATION WOULD RESULT IF THE CITY AND COUNTY OPERATED
ON DIFFERENT TIME. CHAOS AND CONFUSION WOULD BE THE RESULT. IT IS THEREFORE WITH
DEEP REGRET THAT THE CITY COUNCIL MUST ASK THE PEOPLE OF THIS CITY TO RESUME
EASTERN STANDARD TIME AT 2:00 A. M. ON SEPTEMBER 3, 1961. IT SHOULD BE ADDED
THAT THE COUNCIL WILL BE HAPPY TO CONSIDER A SEPTEMBER 30 CUTBACK IF MEMBERS OF
THE BOARD OF SUPERVISORS AT SOME LATER DELIBERATION SHOULD DESIRE TO ALTER THEIR
POSITION ACCORDINGLY.

ON MOTION BY MR. H0~N~, SECONDED BY MR'. 'LEE,' THE MAYOR WAS REQUESTED TO

ISSUE A PROCLAMATION SETTINg' SEPTEMBER 3; 'igGt AT 2::00 ~o H. AS THE DATE'FoR

RESUMPTION OF STANDARD:TiME.

ON MOTION THE MEETING ADJOURNED.

COUNCIL CHAMBER - AUGUST 28, 1 961

PURSUANT TO THE FOLLOWING CALL:

MR. BERNARD d. HAGGERTY
MR. R. E. LEE
MR. LINDSAY B. MOUNT
MR. J. R. PONTON
HR. L. L. SCRIBNER
