MATTER RE: DAYLIGHT <br />SAVING TIME <br /> <br />STATEMENT RE: <br />DAYLIGHT SAVING TIME <br />CUT OFF DATE <br /> <br /> THE COUNCIL MET IN SPECIAL SESSION ON THIS DATE WITH THE FOLLOWING <br /> <br /> MEMBERS PRESENT: MR. HAGGERTY~ MR. LEE, MR. MOUNT AND MA. PONTON. ABSENT: <br /> <br /> MR. SCRIBNER. <br /> <br /> THE VICE-MAYOR ANNOUNCED THAT THE PURPOSE OF THIS MEETING WAS TO CONSIDER <br /> <br /> A CUT OFF DATE FOR DAYLIGHT SAVING TIME. SEVERAL PEOPLE~ REPRESENTING THE RETAIL <br /> MERCHANTS) THE SCHOOLS AND INDUSTRIES OF THE AREA~ ADDRESSED THE COUNCIL AND URGED <br /> THE COUNCIL TO CONSIDER A UNIFORM DATE WITH ALBEMARLE COUNTY. <br /> <br /> MR. MOUNT MADE THE FOLLOWING STATEMENT: <br /> <br /> CITY COUNCIL, AT THE REQUEST OF MANY INDIVIDUAL CITiZENS~ BUSINESSES, INDUSTRIES <br /> AND CIVIC ORGANIZATIONS~ ADOPTED DAYLIGHT SAVING TIME TO COINCIDE WITH PRACTICES <br /> FOLLOWED THROUGHOUT THC NATION WHERE FAST TIME IS OBSERVED. THIS MEANT THAT <br /> CHARLOTTESVILLE WOULD REVERT TO EASTERN STANDARD TIME ON OCTOBER 29. <br /> <br /> COUNCILtS ACTION WASBY NO MEANS BINDING ON THE CITIZENS AND BUSINESSES OF <br /> <br /> THE COMMUNITY SINCE THE CITY) BY STATE LAW~ CANNOT ENFORCE FAST TIME. HOWEVER) <br /> THE ACTION WAS MET WITH OVERWHELMING ACCEPTANCE BY THE PEOPLE OF THIS COMMUNITY. <br /> <br /> 'DESPITE THE FACT THAT THE CITY'S PLANS FOR AN OCTOBER 29 CUTBACK HAVE BEEN <br /> KNOWN FOR MONTHS~ THE ALBEMARLE BOARD OF SUPERVlSORS~ WITHOUT CONSULTATION WITH <br /> CITY OFFIC1ALS~ ARBITRARILY DECIDED TO END FAST TIME ON SEPTEMBER 1. <br /> <br /> ALL HAJOR INDUSTRIES IN THE CITY AND COUNTY~ THE CHAMBER OF COMMERCE AND <br /> THE RETAIL MERCHANTS ASSOCIATION HAVE EXPRESSED THEMSELVES AS FAVORING: FIRST~ <br /> <br /> AN OCTOBER 29 CUTBACKS SECOND~ A SEPTEMBER 30 CUTBACKS AND LASTLY~ A SEPTEMBER 1 <br /> <br /> SW1TCHOVER. <br /> <br /> IT IS DISAPPOINTING TO THE CITY COUNCIL) AS IT MUST BE TO THE THOUSANDS OF <br /> CITIZENS IN THE COMMUNITY~ THAT THE ALBEMARLE BOARD OF SUPERVISORS IS UNWILLING <br /> <br /> TO ACCEPT EITHER ONE OF THE FIRST TWO CHOICES OF THESE BUSINESSES AND THE MANY <br /> <br /> FINE PEOPLE THEY EMPLOY, <br /> <br /> THE CITY COUNCIL IS M(ST ANXIOUS AND WILLING TO GRANT TO THESE CITIZENS THEIR <br /> FIRST REQUEST. <br /> <br /> HOWEVER~ AN-IMPOSSIBLE SITUATION WOULD RESULT IF THE CITY AND COUNTY OPERATED <br />ON DIFFERENT TIME. CHAOS A~D CONFUSION WOULD BE THE RESULT. IT IS THEREFORE WITH <br />DEEP REGRET THAT THE CITY CDUNCIL MUST ASK THE PEOPLE OF THIS CITY TO RESUME <br />EASTERN STANDARD T~ME AT 2:~0 A. M. ON SEPTEMBER 3~ 1961. IT SHOULD BE ADDED <br />THAT THE COUNCIL WILL BE HA=PY TO CONSIDER A SEPTEMBER 30 CUTBACK IF MEMBERS OF <br />THE BOARD OF SUPERVISORS AT SOME LATER DELIBERATION SHOULD DESIRE TO ALTER THEIR <br />POSITION ACCORDINGLY. <br /> <br /> ON NOTION BY MR. MOUNT~ SECONDED'BY MR. LEE~'THE MAYOR WAS REQUESTED TO <br /> <br />I'SSUE,A PROCLAMATION'SETTING SEPTEMBER 3~ 1961 AT 2':00 A'. M.
